Description 

The United States Department of Energy (DOE’s) Fossil Energy and Carbon Management Program intends to issue Funding Opportunity Announcement (FOA) no. DE-FOA-0002619 titled “BIL - Advanced Processing of Critical Minerals and Materials for Industrial and Manufacturing Applications”. This Notice of Intent to Issue (NOI) is for informational purposes only; the Department of Energy is not seeking comments on the information in this notice and applications are not being accepted at this time. DOE will not accept questions at this time regarding issuance of the FOA. Details on how to submit questions and comments will be provided in the FOA, if issued. Any information contained in this notice is subject to change. This Notice of Intent supports DOE’s current vision to secure diverse, resilient, domestic CMM supply chains by funding research to develop and experimentally validate at lab scale the technical feasibility and performance of lower cost technologies to produce rare earth metals (REM) and CM from unconventional resources such as coal and coal by-products including coal waste materials. DE-FOA-0002619 is intended to solicit work that was originally envisioned as Phase 2 of DE-FOA-0002404, that was released on January 15, 2021. DE-FOA-0002619 is anticipated to be issued near the end of the second quarter of calendar year 2023. If issued, DE-FOA-0002619 is envisioned to have an initial closing 60 days after issuance, and resulting awards are envisioned to have a 36-month Period of Performance and will require a 20% cost share commitment. Guidance on specific application and reporting requirements will be included in the FOA, if issued.
