Fraud Investigative Services RFI - Request for Information for CDI Unit services. The Social Security Administration (SSA), Dallas Region is conducting a market survey/sources sought attempting to identify responsible contractors that are capable of providing fraud investigative services for the Houston, Texas Cooperative Disability Investigations Unit (CDI). This notice serves as a Sources Sought Synopsis seeking information from contractors who may be able to provide the required services. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement or based on responses to the announcement. The information obtained from this market research is for planning purposes and will assist the Government in its acquisition strategy. The requirement is for the investigation of suspected fraud activities against the Social Security Administration's Title II and Title XVI Disability Programs (including Title XIX Medicaid) in the Houston, TX metropolitan area. The requirement is for a contractor to provide fraud investigations for the Office of the Inspector General, Cooperative Disability Investigations (CDI Unit in the State of Texas. The contractor shall provide the necessary personnel, materials, services, equipment, cellular phones and perform all tasks necessary for or incidental to providing the required services. The contractor must be able to provide the following: (1) State wide arrest authority for the State of Texas; (2) Access to reports which are restricted to law enforcement officials and experience using the National Crime Information Center (NCIC) and National Insurance Crime Bureau; (3) A license to carry a concealed weapon (must be armed); (4) Training in arrest techniques and (5) A valid certification by a Class A Law Enforcement Department (6) Ability to testify in court. All potential contractors will be required to pass a security background check before beginning performance under any resultant contract award. Prospective contractors shall be registered in the System for Award Management at www.sam.gov prior to award of a contract. Contract performance will be a base period of one year with four on-year option periods. Interested concerns that believe they have the capability to meet the above requirements shall submit complete details as to their abilities to fulfill this requirement. The responses must include capability statements and information describing in full detail how they can meet these requirements so that the Government can determine the firm’s experience and capability to provide the requirements. Interested parties shall provide responses via FEDCONNECT @ www.fedconnect.net. Responses must be received no later than 2:00 p.m. CST on Monday, November 9, 2015. Telephone calls regarding this notice will not be accepted nor returned. The government will not pay for or return any information received. This is neither a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Information received is for determining if business firms have the ability and capability to provide these services and shall be provided at no cost to the Government.
