Opportunity: Notice of Intent to Sole Source - Hensel Phelps Co

Description

The Social Security Administration intends to negotiate solely with Hensel Phelps Construction Company (HPCC), 420 Sixth Avenue, Greely, CO 80631, under the authority of 41 U.S.C § 3304(a)(1) as set forth in Federal Acquisition Regulation (FAR) Subsection 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements” to provide services related to the facilities maintenance functions of the day-to-day operation and maintenance of the National Support Center (NSC). We require the following services under the contract: operation of all air-conditioning and heating equipment, building computer systems (such as fire, lights, heating, ventilation, and air conditioning), daily operational tours, service calls, preventive maintenance, and repairs associated with the mechanical operation of the facility, including warranty and facility stabilization support services. HPCC is the design build contractor for the National Support Center (NSC), under a contract awarded by GSA in January 2012. While transitioning from the construction phase to stabilized operations and maintenance of the NSC, SSA will continue to need contractor support, including warranty and facility stabilization support services. HPCC has provided this support to us via its contract with GSA for the past two years. As the design and build contractor, HPCC has inherent knowledge of the building systems and specialized equipment within the NSC. This knowledge is vital to ensure a seamless transition to stabilized operations and maintenance, as well as minimizing potential risks to the mission critical operations of the data center. No other vendor has the ability to provide the required level of support without the possibility of a lapse in service to the Agency. There are no other contractual vehicles currently available within the Agency to provide the required support in a timely manner. We have concluded that no source other than HPCC can satisfy SSA’s needs. The North American Industry Classification System (NAICS) code is 238220 and the size standard is $14.0 million. This acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. SSA anticipates award of one Firm Fixed Price Contract for a base period of one year, and a one-year option period, if exercised. This notice is for informational purposes only. This is not a solicitation or request for proposals. The Government will not award a contract from this announcement, or pay for information received. A solicitation is NOT available. Therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. Inquiries related to this notice must be submitted in writing via email to Nicole.D.Taylor@ssa.gov. NO PHONE CALLS OR FAXES WILL BE ACCEPTED OR RETURNED.
