Opportunity: Notice of Intent - Armed Guard Services

The Social Security Administration (SSA) intends to negotiate solely with Basic Contracting Services, Inc. (BCSI), 6170 Research Rd Ste. 205, Frisco, TX, 75033, under the authority of 41 U.S.C § 3304(a)(1) as set forth in Federal Acquisition Regulation (FAR) Subsection 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements” to continue providing armed guard services at the Second Support Center (SSC), located at 3604 Louis Stephens Drive, Durham, North Carolina 22709 and the RTP Building located at 3308/3310 Chapel Hill - Nelson Boulevard, Durham, North Carolina 27709. SSA competitively awarded contract number SS00-09-60012 for armed guard services at the SSC on February 4, 2009 to BCSI. The agency awarded a contract to a new awardee, Frontline Security Services, on May 16, 2014, and we need an extension on the current contract to ensure proper security at the SSC facility, and to prevent a lapse in security service, during the 60-day transition period (May 16, 2014 through July 15, 2014). The modification covered under this action will extend the contract period of performance for 14 days, from July 1, 2014 through July 14, 2014. This contract extension will provide continuity of services for two additional weeks while the new contractor transitions onboard. No other vendor has the ability to provide the required level of support without the possibility of a lapse in service to the Agency. There are no other contractual vehicles currently available within the Agency to provide the required support in a timely manner. We have concluded that no source other than BCSI can satisfy SSA’s needs. The North American Industry Classification System (NAICS) code is 561612 and the size standard is $19.0 million.
