PURPOSE OF AMENDMENT 000003: The purpose of this amendment is to revise the solicitation body and attachments, and provide responses to the remaining questions received between 03/31/2015 and 04/06/2015 regarding the subject solicitation. NOTE: THE REPONSE DUE DATE IS NOT BEING EXTENDED WITH THIS AMENDMENT (000003). THIS IS A FULL AND OPEN COMPETITION WITH A SMALL BUSINESS AWARD RESERVE. PURPOSE OF SOLICITATION The Department of Energy is requesting proposals for a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract to obtain Energy Savings Performance Contract (ESPC) services. The successful contractor(s) shall provide the labor, materials, equipment and other resources necessary to complete the Task Orders (TOs) for ESPC projects awarded under this multiple award IDIQ contract. SCOPE DETAILS Description of Services: ESPC services include the design, installation, maintenance, operation, repair, and financing for the development of energy, water, and renewable energy conservation measures at federally owned facilities. The contractor will be responsible for conducting comprehensive energy/water audits to identify these conservation measures. The contractor will also be responsible for verifying the guaranteed savings through measurement and verification procedures. Payments are made to the contractor out of these guaranteed savings over the life of the ESPC TO project. Primary NAICS Code: 541330 Contract Type: Multiple Award IDIQ with Fixed Price Task Orders, Multi-Agency Set-Aside/Small Business Involvement: This is a Full and Open Competition with a Small Business Award Reserve of up to 2 awards. DOE predicts there will also be multiple small business subcontracting opportunities under the task orders. Projected Contract Duration: The contract will have a five (5) year Base with an 18-month Option (Ordering Period). Task orders may have a period of performance of up to 25 years. Projected Award Dollar Amount: DOE plans to award a shared ceiling of $55 Billion. Place of Performance: Federal Facilities located in the United States, U.S. Territories and foreign countries Qualification Requirement(s): All prime contractor awardees under this IDIQ contract must be included on DOE’s Qualified List prior to date of award; there will be no exceptions.
