United States Department of Energy - Synopsis for the Hanford Mission Essential Services Contract (HMESC) Procurement This notice is considered to be a synopsis in accordance with FAR Subpart 5.2 for the HMESC procurement. Within 15 to 45 days from the date that this notice is published, the U.S. Department of Energy (DOE) anticipates the issuance of a Draft Request for Proposal (RFP), DE-SOL-0009072, for the Hanford Mission Essential Services Contract (HMESC). The HMESC contractor will provide site services, security and emergency services, land management, information technology services, management of the Hazardous Material Management and Emergency Response (HAMMER) training facility, maintains vital infrastructure, and performs infrastructure upgrades (e.g., electric, water, roads) as well as building future infrastructure to support the Waste Treatment and Immobilization Plant operations. This contract would also include a new concept where the contractor would provide assistance to DOE in the solicitation and contract administration of DOE’s small business prime contracts. The new contract resulting from this acquisition will replace the Mission Support Contract (MSC), which will expire May 25, 2019. This contract provides DOE needs to continue its strong focus on infrastructure to ensure its reliability and continuity during critical waste management and environmental cleanup efforts. With this proposed contract, DOE plans to initiate and complete a number of infrastructure upgrades, support the critical startup of the high level Waste Treatment and Immobilization Plant, and maintain the Hanford Site infrastructure to support the next 50 years of operations and cleanup on the 580 square-mile Hanford Site. This procurement will be 100% full and open competition. The Government does not intend to acquire a commercial item or service using FAR Part 12. The North American Industry Classification System (NAICS) code for this requirement is 561210, Facilities Support Services, and the small business size standard is $38.5M in average annual receipts. The Draft and Final RFP will also be posted to the Fedconnect website at: www.fedconnect.net. DOE intends to conduct a pre-solicitation conference, site tour and industry one-on-one sessions for this procurement. Interested parties are encouraged to review the Draft RFP prior to the pre-solicitation conference, site tour and industry one-on-one sessions. At this time, DOE has tentatively scheduled these activities to be held mid-September 2017. No additional synopsis will be released prior to issuing the Draft or Final RFP.
