Description 

This is a Sources Sought and a contract may not result. The Department of Energy’s National Nuclear Security Administration (NNSA) frequently hosts individuals or groups who require access to our facilities. We require a capability to quickly, efficiently and effectively query the National Crime Information Center (NCIC) database maintained by the Federal Bureau of Investigation (FBI) Criminal Justice Information Services and also state and local level information maintained by the International Justice and Public Safety Network (NLETS, formerly known as the National Law Enforcement Telecommunications System) in order to verify the identities of visitors to our facilities and, concurrently, determine whether a visitor is associated with information maintained in these databases that would warrant more detailed vetting prior to allowing entry. In addition to the NCIC national-level data we wish to also have real-time access to driver license and other state level information that would provide, in real time, a photograph and identifying information generated in response to the query. We wish to have companies specify the data entry method used by their systems, whether by keyboard or ID card reader. The system should provide for non-law enforcement personnel to make queries and receive go/no-go response based upon predetermined criteria. No-go responses should be quickly reviewable by cleared/certified-for-NCIC-access level personnel who can access the detailed information upon which a no-go response is based, in order to make a well-informed decision regarding access or other disposition of the visitor. The system will replace current background security measures for visitors initially at two (2) NNSA sites and may expand enterprise-wide to include seven (7) sites. We wish to have companies specify the data entry method used by their systems, whether by keyboard or ID card reader. In replying to the sources sought, state your capabilities in meeting the government’s given requirements; include any pertinent patent information; commercial catalog pricing/information; and system capability information for IT networks. 1) Does NNSA prefer the proposed solution be a hosted, cloud solution or enterprise, on-site solution? a. There is no specific preference. We’re open to ideas of the software being on our enterprise system and operating on one of our computers to handheld devices that may have cloud base solutions. Please remember whatever is proposed should provide appropriate hardware/software specs for that solution. 2) Is NNSA looking for a workflow solution that will interface with other unnamed systems? If so, please describe the other systems. a. No, we are only seeking a workflow solution that will interface with the systems mentioned in the Sources Sought. 3) In which state are the initial two (2) NNSA sites located going to be located? a. Locations mentioned in the Sources Sought are within the states of Tennessee and Nevada. 4) Submissions are to be sent to ronnie.williams@nnsa.doe.gov, please confirm. a.
