Opportunity: Notice of Intent to Sole Source: ACM Digital Lib

This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm fixed-price order to the Association for Computing Machinery, Inc. (ACM) for continued access to their online electronic subscription entitled “ACM Digital Library”. Under FAR Part 6.302.1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The ACM Digital Library is only available from its producer and manufacturer and not through dealers or distributors. The Office of Media Management (OMM) will use this subscription for the ACM Digital Library to access the full-text repository of papers from publications that have been published, co-published, or co-marketed by ACM and other publishers. Also, ACM is the world’s leading educational and scientific computing society with over 95,000 researchers, educators practitioners and students from over 190 countries covering virtually every major area of computing including such areas as computer security, computer graphics information retrieval, communication, mobile computing, data mining and software engineering. The period of performance will be for a 12-month Base Period and two (2) 12-month Option Periods beginning September 30, 2016. This requirement is utilizing procedures in FAR part 12 in conjunction with procedures in FAR part 13. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this notice. Interested parties that feel they can provide the required service may respond by submitting their capability statement. If no affirmative responses are received by 5:00PM EST on 04/28/2016, negotiations will be conducted with ACM as the only source and an order will be issued without any additional notices being posted.
