The Agency has determined this requirement has potential organizational conflict of interests with firms directly engaged in or if it has a business or financial relationship(s) with firms who "Own, design, engineer, manufacture, operate, distribute, or invest in entities subject to Safe Drinking Water Act regulations, policies, guidelines, criteria, etc., and consultants to such entities, Point-of-Use/Point-of-Entry (POU/POE) treatment devices, water treatment equipment or chemicals, well drilling, suppliers of drinking water, and/or community water systems". With proper disclosure and appropriate action, an offeror could avoid, mitigate, or neutralize the potential conflict, therefore, no offeror's are restricted from submitting a proposal.
