Opportunity: Sole Source - Scanners with Sunflower MobileTrak

Description 

The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of FAR 13.500, FAR 13.106-1(b)(1) and FAR 12.203, with Annams Systems Corporation to acquire Intermec CN70E barcode scanners configured with Sunflower MobileTrak asset management software. This contract will support the efforts of the U.S. EPA's Office of Administration and Resources Management (OARM). Annams Systems Corporation of San Ramon, CA is uniquely qualified to provide these items to the EPA's OARM based upon the following: This requirement is for barcode scanners to be used in conjunction with the EPA's existing asset management system, which inventories the EPA's property. The EPA is currently utilizing the Sunflower asset management system for property and inventory management. Annams Systems Corporation is the sole proprietor of this Sunflower system. As such, they are also the sole proprietor of the Sunflower MobileTrak software, which is the only barcode scanner software compatible with the Sunflower system. Annams does not permit any other barcode scanner reseller to install their proprietary software. In addition, Annams will not install their software on any barcode scanner purchased from another vendor. As a result, inventory barcode scanners must be purchased from Annams Systems Corporation in order to have the required Sunflower MobileTrak software installed. This procurement will be accomplished under FAR Part 13 Simplified Acquisition Methods. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered by the agency MUST submit documentation to the office identified in this notice. Documentation must be submitted and received by the office within 15 calendar days of the date of publication of this notice.
