NOTICE OF INTENT FOR SOLE SOURCE The U.S. Environmental Protection Agency (EPA), in Research Triangle Park, NC, intends to award a sole source purchase order under authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to LI-COR, Inc. to procure an Odyssey Sa and Pearl Impulse System. . The NHEERL Toxicity Assessment Division (TAD), research in the Chemical Safety for Sustainability (CSS) and Sustainable and Healthy Communities (SHC) Programs require precise and reproducible infrared and fluorescent imaging data of western blot, in-cell assays, and whole small rodent imaging. The LI-COR Odyssey Imaging system consist of 4 interactive components-Clx, Sa, Fc, and Pearl- that collectively accommodate a plethora of state of the art science applications. A unique feature of this system is the ability to perform all of these applications in an interactive format. A unique aspect of this system is its ability to capture infrared imaging from Western Blots and plate based in-cell assays to the 20um resolution. Additionally, the Pearl Workstation allows for optical small animal imaging for bioluminescence and near infrared fluorescence. Applications each of these components are typically used for are shown below: Clx ¿ Quantitative Western blot analysis, ELISA, , Gel Shift assay, Microwestern array, Northern blots, Protein array, receptor targeting, Reporter gene assay, Southern blot, transcription factor assay, transporter targeting, Tissue section imaging Sa ¿ On-cell Western, In-cell Western (Plates) Fc ¿ Chemiluminescent western blotting and in-gel western detection, Protein and nucleic acid gel documentation, RNAi analysis Pearl ¿ In vivo imaging, Receptor and transporter targeting, vascular imaging, structural imaging, small animal imaging The Odyssey Sa and Pearl Impulse system is a patented process and only supplied by LI-COR, Inc. Internet searches did not provide any other sources of supply in the market which provide an integrated system that functions together to provide all the necessary capabilities which meet the requirements of this procurement. . The circumstance permitting is FAR 6.302-1 ¿Only one responsible source and no other supplies or services will satisfy agency requirements¿. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
