On behalf of the United States Environmental Protection Agency (EPA), Office of Chemical Safety and Pollution Prevention (OCSPP), Office of Pesticide Programs (OPP), the Office of Acquisition Management (OAM) intends to award a firm-fixed price purchase order support by a sole source justification to Crop Data Management Systems (CDMS), Marysville, CA. The purchase order is for a one-year base period with four one-year option periods for a subscription to the Label Search electronic database on agricultural and specialty chemicals. CDMS is the only provider of this electronic database. The estimated value of this procurement is approximately $70,000 over the potential five-year period of performance. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2). Efforts to recreate a similar database, and/or develop alternate sources for this requirement would result in significant additional costs to the government not expected to be recovered through competition. No solicitation is available for this procurement. Notwithstanding, any firm that believes it is capable of meeting the requirements as stated herein, may submit a notice of its capabilities by 12:00 PM ET on Tuesday, November 17, 2015 for consideration. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the government.
