The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Inside Washington Publishers LLC (IWP), 1919 South Eads Street, Suite 201, Arlington, VA 22202 for the acquisition of U.S. EPA-wide access (all U.S. EPA employees, all locations) to lnsideEPA.com including Inside EPA Weekly Report, Clean Air Report, Water Policy Report, Superfund Report, Environmental Policy Alert and Risk Policy Report, and CleanEnergyReport.com. InsideEPA.com is an online news service that comprises the Inside EPA family of environmental newsletters -- Inside EPA Weekly Report, Clean Air Report, Superfund Report, Water Policy Report, Inside Cal/EPA, Environmental Policy Alert, and Risk Policy Report. These on-line reports provided by Inside Washington Publishers, LLC (IWP) will be a resource to all Agency users to give them the most up to date information regarding protecting human health and safe guarding the environment. IWP holds the data rights to all of the publications; and, therefore is the only source that can provide EPA with these on-line publications. Additionally, the EPA has identified IWP as the only vendor capable of satisfying these requirements. This announcement is issued under the authority of FAR 13.501(a). The circumstance permitting a sole source requirement is FAR 6.302-1- Only One Responsible Source and no other supplies or services will satisfy agency requirements. The EPA intends to award a base year and one (1) option year for these services in order to minimize re-procurement costs of this ongoing requirement. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is available. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFP) or request for quotation (RFQ) is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be disregarded. The information received regarding this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
