Opportunity: Service and Maintain the General Electric (GE) Facility Commander and Video Sur

Description 

The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Sec-Tron Inc. (small business) located in Cincinnati, OH, under the authority of FAR Part 6.302-1 to provide maintenance support services to the existing GE Facility Commander¿s Physical Access System and Video Surveillance System. Sec-Tron currently provides unlimited service and maintenance under a fixed-price-contract for all GE Facility Commander System Close Circuit Televisions (CCTV), DVR Recorders, servers, card readers, and interlocking features such as magnetically alarmed doors, and micro equipment necessary to maintain the card reader access control system at all EPA Cincinnati Facilities. Sec-Tron Inc is uniquely qualified to support the GE Facility Commander System, due its technical expertise and in-depth knowledge of maintaining the overall system. Sec-Tron played a pivotal role in the design, deployment and maintenance of the GE Facility Command WIN X Secure Perfect Program since the initial installation in 2006, and has been the only on-site Contractor to support the system. Since 2006, Sec-Tron has installed card readers, video surveillance equipment, monitors, and servers under the GE Facility Commander System. Sec-Tron has the unique technical knowledge and history of the IT infrastructure to support and maintain the GE Facility Commander system. Sec-Tron also assists the Government in maintaining Certification and Accreditation of the EPA Cincinnati Physical Access Control Systems (PACS). Sec-Tron continually upgrades the PACS Stand Alone Security System for the EPA Cincinnati Facilities and complies with all Cyber Security Tasks as delineated by the National Institute of Technology. Service calls are responded to within 24 hours, Monday through Friday with verbal/written action plans within 4 hours. Services may also be performed on holidays and weekends. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 561621 Security System Services with a small business size standard of $20.5M. The anticipated Period of Performance will be a 12-month base period with four (4) six (6) month option periods for a total potential of three (3) years. Sec-Tron is the only known source able to satisfy this requirement to service and maintain the GE Facility Commander System within the Cincinnati, OH area. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Notwithstanding, any firm that believes it is capable of meeting EPA¿s requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contracting Officer within 15 calendar days of this announcement. A determination not to compete the proposed firm-fixed-price contract based on upon the responses received to this notice is solely within the discretion of the Government.
