Description 

Synopsis/Pre-Solicitation The Bureau of Reclamation, Pacific Northwest Region, Columbia Snake Salmon Recovery Office (CSRO) has a requirement to set-aside economically disadvantaged women owned small business (EDWOSB) to facilitate services for the Federal Columbia River Power System (FCRPS) Federal Caucus. Work is located in Portland, Oregon. The principal components for facilitation and coordination services required by the Federal Caucus include: 1. Federal Caucus Executive Weekly Meetings: Facilitating and assisting in the planning and scheduling and providing follow up for regular weekly Federal Caucus executive meetings and conference calls. 2. Federal Caucus Monthly Meetings: Facilitate and assist in planning, scheduling, and following up on monthly Federal Caucus meetings and conference calls. 3. Federal Caucus Annual Work Plan and Off-Site Annual Meeting: In coordination with the Federal Caucus Chair and Vice-Chair, lead development and implementation of the Federal Caucus Annual Work Plan. The Annual Work Plan is developed at an annual meeting. 4. Standing Teams and Focus Groups: Facilitate and assist three standing teams and focus groups. 5. Columbia Basin Federal Caucus Annual Regional Executive Meeting: Assist Federal Caucus Chair and Co-Chair in the planning, scheduling and then facilitate the Columbia Basin Federal Caucus Annual Regional Executive Meeting. 6. Middle Columbia Steelhead Recovery Policy Forum: Provide coordination and facilitation services for the Middle Columbia Policy Forum (Forum) and its associated Steering Committee during implementation of the Middle Columbia Steelhead Recovery Plan. 7. Snake River Coordination Group: Provide facilitation services for the Snake River Coordination Group during development and implementation of the three recovery plans for ESA listed the Snake River salmon species. 8. Snake River Recovery Plans: Provide facilitation support to individual technical teams established to develop Snake River recovery plans. The North American Industry Classification System (NAICS) code associated with this project is 541611. The economically disadvantaged women owned small business size standard applicable to this project is $15 million in gross annual receipts averaged over the previous three 1-year accounting periods. Quotes will be accepted from all economically disadvantaged women owned small businesses. Prospective contractors shall be registered in the System for Acquisition Management (SAM).
