Opportunity: Notice of Intent to Sole Source - PZP-22 Pellet Se

This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The Department of Interior (DOI), Bureau of Land Management (BLM) hereby announces its intent to award a sole source firm fixed price contract to The University of Toledo for the procurement of Porcine Zona Pellucida (PZP)-22 vaccine pellet sets. The statutory authority permitting other than full and open competition is Federal Acquisition Regulation (FAR 6.302-1), Only one responsible source and no other supplier will satisfy BLM unique requirements. Based on information at this time, BLM considers the PZP-22 vaccine pellets provided by The University of Toledo the only PZP vaccine pellets that can meet the BLM unique requirements. Based on the information at this time, the BLM considers the PZP-22 vaccine pellets specified as a sole source acquisition with The University of Toledo, 3000 Arlington Ave., Toledo, OH 43614 and proposes to negotiate a contract with them on that basis. However, should additional sources be identified, they will be considered. Vendors who feel that they can furnish the required PZP-22 pellets as identified in the specifications (attached) are invited to submit in writing, within fifteen (15) days of this posting, an affirmative response (to include telephone number for a point of contact) to this announcement to Theresa Coffenberry, Contracting Officer, via email at tcoffenberry@blm.gov. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, request for such documents without accompanying information will be considered non-responsive to this request without further consideration. If no affirmative responses are received within fifteen (15) days, an award will be made to The University of Toledo as the only source and a contract will be issued. This notice may represent the Governments only official notice of this procurement. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
