C - MORRISON FORMATION PALEO SURVEY This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. The Bureau of Land Management (BLM) intends to enter into a firm fixed price contract for a general inventory of paleontological resources of the Morrison Formation in San Juan County, Utah. The survey will be conducted in an area in which there has been little or no previous paleontological field work or surveys conducted. This project will address the following objectives. 1) Provide the BLM with a general overview of the types, concentrations and distribution of fossil resources within the Morrison Formation in the area identified below in San Juan County. 2) Using GPS/GIS provide information on the distribution and character of paleontological resources in this area to better assess their significance and requirements for proper management. 3) Identify fossil resources that are readily accessible to the public that might be developed for interpretation. The solicitation number is L17PS00586 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 541720 with a small business size standard of $20.5M. This requirement is a Small Business set-aside and only qualified offerors may submit proposals. The contractor shall complete the contract one year from the date of contract award. The Government intends to make an award to the responsible offer whose quote represents the best value to the Government using the trade-off process.
