Opportunity: Open Source Code

Description

The USGS, Astrogeology Team has a requirement for Qty. (1) Source Code for existing photogrammetric pushbroom camera models to better support mission critical work. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b)(1)(i) and FAR 12 to BAE Systems of North Highlands, CA. There is an immediate need to provide a pushbroom camera sensor model (CSM) as an open source code example to the planetary community. The CSM standard, now at version 3, was made available to standardize how camera models are accesses via an application prototype interface (API) across different applications. The code that we require to be open, called the ¿UsgsAstroLineScannerPluginCSM¿, currently sits at version 3 of the CSM standard. To continue to support NASA, this source code needs to be given openly to the community as an example of a pushbroom camera using a permissive BSD or MIT license. Other interested concerns having the ability to furnish these supplies shall submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. The Government anticipates award of a Firm-Fixed Price type contract. All firms must be registered in the System for Award Management (SAM) database at www.sam.gov. Please contact the Contracting Officer, in writing, by email at ccabalsi@usgs.gov, with any questions.
