Geological Survey (USGS) National Center is seeking professional Architect and Engineering (A&E) services with the intent of award of a firm-fixed-price contract for Architectural/Engineering (A/E) services. This announcement is being issued in accordance with the Selection of Architects and Engineering firms (Public Law 92-582) and implemented in the Federal Acquisitions Regulations (FAR) Part 36. Architectural and Engineering (A&E) firms permitted by law to practice the professions of architecture or engineering are requested to send two copies of an SF 330 (3/2013 Edition) and CD from qualified and eligible firms classified as SMALL BUSINESS CONCERNS by 5:00pm eastern time 17 March 2017.. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. This is not a Request for Proposal and an award will not be made with this announcement. This announcement is a request for SF 330s from qualified firms that meet the professional and set aside requirements listed in this announcement. FAR Part 36 A&E selection procedures will be used. This requirement will include basic services from Schematic Design (SD) through Construction Administration (CA), including cost estimating and bid phase services for the renovation/expansion of a Conference Room, including minor alterations to the Associate Director Suite and a new design for a small break room. The scope of work is focused on joining adjacent rooms (5A-145, 5A-142, 5A-140, 5A-427A, 5A427, 5A429, 5A431, 5A435) with Room 5A217 to create one new executive conference room, butler¿s pantry, and storage to support the Water Mission Area. The final conference room size is approximately 1760 sq ft. (See Attachment 1). Additionally, we request design services for two other areas on this floor. The first is for the design of a break room in Room 5A137 and the second is for the design modification to the AD Suite area 5A400. A.1.1. Place of Performance: USGS National Center, 12201 Sunrise Valley Drive, Reston, VA 20192 A.1.2. The A/E design team shall provide be evaluated for qualifications to provide services for each of the following design areas and construction administration services: a. Design: Conference Room 5A217. (See Attachment 1) b. Design: Break room in Room 5A137. (See Attachment 2) c. Design: Modifications to AD Suite, 5A400. (See Attachment 3) d. Construction Administration Services: Bid Phase Services e. Construction Administration Services: Submittal Reviews and Approvals, RFI responses f. Construction Administration Services: AV Commissioning g. Construction Administration Services: Site Observation A.1.3. The A/E design team shall review all the existing conditions and make recommendations for architectural, structural and MEP upgrades including but not limited to walls, doors, finishes, ceilings, lighting, HVAC and telephone/data/electrical distribution to create an executive conference room. A.1.4. A/E design team will investigate and assess the existing HVAC system and design any necessary modifications to support the use of the new space. Any environmental controls must integrate with the existing building automation system (Siemens). All proposed changes to the control system must be coordinated with and approved by Operations & Maintenance. A.1.5. The major program components are Audio Visual, Mechanical, Electrical, and Furniture Systems Design and Equipment Specifications. The furniture design shall accommodate multiple layouts including, classroom and boardroom configurations. The furniture design shall integrate IT, AV controls and electrical distribution. The project will include the specifications for AV equipment and furniture. The A/E shall provide an AV design for a fully interactive system which allows for presentations, collaboration, video teleconferences, and other recommendations which meet the needs of the USGS. A.1.6. The new conference room will include a wall that opens to the main area. In the open position, this wall allows for larger group sessions which are periodically hosted by the Water Mission Area. A.1.7. The A/E design firm shall provide all supervision, materials, and any other items necessary for the completion of the design services. Provide investigative and schematic design services, construction documents, Statement of Work, working drawings, specifications, cost estimates, shop drawing review, and construction period services. A.1.8. Provide contract specifications for this project utilizing CSI (Construction Specifications Institute) Master Specifications edited to remove all non-pertinent sections. A.1.9. Attend design review meetings in-person and make all necessary site visits to gather information necessary from the existing sites, building plans, and utility plans to provide a complete assessment of the proposed work. A.1.10. Work with the USGS Project Manager/COR and Water Mission staff to develop a final design and cost estimate to best suit the needs and constraints of the government. A.1.11. Provide required sets of "Architectural E1" (30"x42") size working drawings, specifications, and cost estimate at each design review stage. Provide drawings, specifications, and cost estimates stamped by an Architect/Engineer licensed in the State of Virginia, at the final submittal. PDF and hard copy as directed by the COR. A.1.12. The design shall comply with all current governing regulations including but not limited to: NFPA 101 ¿ Life Safety Code, NFPA 70 National Electric Code, and Federal, State, and local building codes, ADA, and ABAAS. The design shall comply with the DOI/USGS Sustainable Buildings Implementation Plan (SBIP) where applicable. The A/E shall provide a complete list of applicable codes and energy standards. A.1.13. Attend pre-construction site visit and assist USGS in providing responses to questions asked by potential bidders, and prepare an addendum, if necessary. A.1.14. Asbestos abatement is required when removing floor tiles. Final design package should include all information necessary for proper abatement. A.2. ADMINISTRATIVE PROCEDURES A.2.1. After Award and issuance of the Notice To Proceed (NTP), the A/E will coordinate all site visits through the COR. A copy of the COR¿s authorized duties and responsibilities will be provided with the NTP. A.2.2. All A/E personnel, subcontractors and representatives visiting USGS sites will be required to sign in upon arrival. Each visiting individual will be required to enter his/her name, company¿s name, USGS project title, date, reason for the visit, and the times of arrival and departure. Additionally, all persons must wear a visitor¿s badge at all times. Arrangements for after-normal-working-hour site visits must be made in advance during normal working hours. A.3. DELIVERABLES A.3.1. Meeting Minutes: The A/E shall take minutes of all conferences and other meetings with the USGS (including site visits) and shall provide a copy to the COR for a concurrence signature within five (5) business days. A.3.2. Drawings: At each design review, the A/E firm shall present to the COR drawings showing location and extent of work, the design concept, and working drawings used to illustrate methods and proposed constructability of the work. It is the intent of these presentations to achieve approval for the concept, to address any potential problems, and to make necessary changes before further progress of the design. Completed drawing sets making up each design review and final submittal shall be organized to American Institute of Architects (AIA) and CSI conventions. A.3.3. Specifications: The A/E shall develop specifications with an index listing all sections intended for use in this project. The project specifications shall be prepared in Microsoft Word format. A.3.4. Construction Cost Estimates: The A/E shall prepare construction cost estimates that include: a copy of the quantity take-offs, breakdown of individual line items that accurately reflect the quantity take-off of the various categories of work involved, unit of measure, quantities, unit cost, overhead, and profit. Prepare detailed cost estimates following the Master Format 2004. All cost estimates shall be stamped ¿For Official Use Only¿. Unit costs for material and labor shall be shown. Construction cost estimates shall be submitted with each design review and with the final submittal. A.3.5. Submittal Log: The A/E shall develop a list of all submittals required by the specifications in Section 1 of each individual specification. The register shall include specification reference, and item to be reviewed and approved. A.3.6. Basis of Design Documentation: The A/E firm shall document the findings of field reconnaissance, data analysis, major engineering calculations and shall outline the design premise in a Basis of Design document including design options/choices, decisions, directives and subsequent reasoning behind each. This document shall be submitted at each design review, including any and all changes and revisions. A.3.7.1. Construction Schedule: The A/E shall be required to establish a preliminary construction schedule indicating the entire length of time estimated for the completion of the construction contract, measured in weeks. This schedule shall include pre-construction activities (such as submittals and mobilization), specific construction activities/events, special phasing requirements, and final occupancy of the new space. A.3.7.2.The A/E shall develop a phasing plan taking into consideration the need for minimal disruption to current staff, emergency egress, storage of construction equipment and materials, security and access, debris removal, and maintenance of a clean environment. The USGS will notify the A/E on the availability of the entire work area or if partial areas will be required for the duration of construction. A.4. DESIGN REVIEWS ¿ SCHEDULES AND REQUIREMENTS A.4.1.The following design submittals will be required for the Conference Room, Break Room, and AD Suite: A.4.1.1. Schematic Design Submittal ¿ 35% A.4.1.2. Design Development Submittal ¿ 65% A.4.1.3. Pre-final Construction Documents Submittal ¿ 95% A.4.1.4. Final Design Submittal - (Stamped and sealed Construction Documents) A.4.1.5. Pre-bid Services A.4.2. The A/E shall provide Review Documents in hard copy and on CDs in both original (i.e., AutoCAD, MS Word, Excel) format and PDF format. Each design review submission shall be as indicated below. A.4.3. The A/E shall examine the schedules set forth below and recommend to the USGS any changes to the allocations of time for each phase, the net effect of which would be to either provide more time for phases needing more time or to shorten the entire design schedule. A.4.4. Concept Design The A/E design team shall meet with USGS staff as required to validate the conference room space, A/V and IT requirements. The A/E shall provide a minimum of three (3) conceptual layouts for the new executive conference room 5A127 that includes a butler¿s pantry and storage space. This shall be submitted 15 calendar days after award for the USGS review and comment. The preferred concept will be the basis for the schematic design. A.4.5. Schematic Design Submittal (35%) For this submittal, the A/E shall produce preliminary floor plans, elevations and sections needed to depict the extent of the work. The floor plan shall show the locations of furniture and equipment. Include the basis of design document, preliminary specifications, and calculations of all parameters necessary to prove feasibility of the design. This shall be submitted 35 calendar days after award. A.4.5.1. A written narrative with a summary of the meeting(s) with the USGS as well as a presentation, discussion and recommendation of various design alternatives which have been explored and evaluated. Key decisions/choices that were made by the USGS should be documented. The schematic basis of design narrative shall also identify each and all required systems, utilities, and major (built-in) equipment with a brief description of its type, location, use and extent. The A/E shall address constructability issues and their impact on project construction cost. A.4.5.2. Drawing Deliverables: Cover sheet with progress drawings. Two (2) sets of this design package are required. A.4.5.3. A preliminary cost estimate with as detailed a breakdown as possible for this stage of design. Separate cost estimate figures shall be given for any design alternatives being presented for consideration as part of the schematic design. A.4.5.4. Preliminary Construction Schedule A.4.5.5. The USGS will provide 35% review comments to A/E no-later than seven (7) calendar days after receipt of 35% Design Submittal. A.5. Design Development Submittal (65%) For this submittal, the A/E shall produce architectural floor plans, reflected ceiling plans, elevations, sections and details depicting the extent of the work. Preliminary mechanical and electrical floor plans, reflected ceiling plans, details and project specifications shall be included. This shall be submitted 15 calendar days after receipt of approved Schematic Design. A.5.1. A written narrative with a summary of the meeting(s) with the USGS as well as a presentation, discussion and recommendation of various design alternatives which have been explored and evaluated. Key decisions/choices that were made by the USGS should be documented. The basis of design narrative shall be updated and included in this submittal. The A/E shall address constructability issues and their impact on project construction cost. A.5.2. Drawing Deliverables: Cover sheet with progress drawings. Two (2) sets of this design package are required. A.5.3. A preliminary cost estimate with as detailed a breakdown as possible for this stage of design. Separate cost estimate figures shall be given for any design alternatives being presented for consideration as part of the design development submittal. A.5.4. Secondary Construction Schedule A.5.5. The USGS will provide 65% review comments to A/E no-later than seven (7) calendar days after receipt of 65% Design Submittal. A.6. Pre-final Construction Documents Submittal (95%) This submittal is set up to review detailed plans and specifications. This shall be submitted 30 calendar days after receipt of approved Design Development. A.6.1. A written narrative that represents a concise and complete record of the design process including all key design decisions and the background, reasons for and intent of these design decisions. Continue to use the narrative to communicate any other important information and to provide support to other submittal documents. A.6.2. Provide two (2) CD¿s and two (2) full sets of Construction Document hardcopy drawings and specifications. The 95% submittal shall include all Specifications that are required for the construction package. The Specifications shall be free of writer¿s notes and any editing comments. All information that is not required for this project shall be removed from each individual specification section. A.6.3. A complete take-off cost estimate based on the 95% Construction Documents submittal. A.6.4. Fully developed Construction Estimates, Phasing Requirements and Engineering Calculations which support the? A.6.5. A complete submittal log form. A.6.6. A completed construction schedule. A.6.7. The USGS will provide 95% review comments to A/E no later than seven (7) calendar days after receipt of 95% Construction Documents Submittal A.7. Final Construction Documents Submittal This submittal is the final delivery of construction documents. This shall be submitted 15 calendar days after receipt of CD approval. A.7.1. The A &E shall provide two (2) hard copy sets of Construction Documents (drawings and bound specification) and two (2) CDs of Construction Document sets in both original (i.e., AutoCAD, MS Word) format and PDF format. A.7.2. Final Construction Estimates, Final Phasing Requirements and all Final Engineering Calculations which support the documentation shall be set out in this paragraph, all of which shall be complete in every respect.
