Request for Information for BSEE OCS Call Center ** THIS RFI HAS BEEN REVISED ** ** ANSWERS TO QUESTIONS SUBMITTED BY INDUSTRY ARE INCLUDED WITH THIS REVISION ** The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE) is issuing this Request for Information (RFI) as part of a market research process in order to gain a clearer understanding of appropriate solutions for a call center to handle call regarding operations in the Outer Continental Shelf (OCS). This is BSEE's initial outreach intended to engage industry in an exchange of ideas that will assist us in finalizing our requirements. This notice is an RFI and is not a request for proposals (RFP). In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government will not award a contract on the basis of this notice or otherwise pay for information solicited by it. If you are interested in participating in this market research activity, you may submit a White Paper response in accordance with the requirements and instructions contained herein. HOW TO RESPOND: White Papers submitted in response to this RFI must be provided via email to Frank.Bennett@bsee.gov no later than 2:00 P.M., Eastern Time, Tuesday, 28 March 2017. Please be advised that it is the offeror's responsibility to ensure the Government receives your submission on or before the specified due date. PHONE CALLS ARE STRONGLY DISCOURAGED. Companies responding to this RFI shall designate a single point of contact within that company for receipt of all subsequent information regarding this pre-solicitation. Responses to the RFI will not be returned nor is it BSEE's intent at this phase to exchange information or to provide feedback to your responses. QUESTIONS RELATING TO THIS RFI: Any questions regarding this RFI must be submitted via email to Frank.Bennett@bsee.gov no later than 2:00 P.M. Eastern Time on Tuesday, 14 March 2017. Please be advised that questions and/or comments may not be protected as proprietary and the Government reserves the right to transmit those questions and answers of a common interest to other vendors. PHONE CALLS ARE STRONGLY DISCOURAGED. WHITE PAPER REQUIREMENTS: White Papers are limited to 5 pages, not including the title page and the table of contents. Your submission must use black 12-point font, single-spaced, double-sided. Page margins must be one inch at the top, bottom, and each side. Headers, footers, and page numbering may be outside the 1-inch margin, but not less than a .5 inch margin. Headers, footers tables/figures and page numbering may be in 10-point or 12-point font. Please note that White Papers must be submitted as an email attachment in either Microsoft Word format or a portable document format (pdf). White papers received in response to this RFI will be treated as business confidential information, and exempted from disclosure under the Freedom of Information Act. Nonetheless, submitters should properly mark their responses, accordingly, if the information is considered to be confidential or proprietary. White Papers should address the following elements to the maximum extent possible. You may answer any or all of the questions, to the best of your ability. 1. Please describe the general capabilities of your technical solution. 2. Is your technical system available as a Commercial Off-The-Shelf (COTS) product or is it a tailored call center solution? Please describe where the facility would be located and whether it is already currently in existence. 3. Is there enough information provided in the Statement of Work to propose an adequate solution? 4. Are there any obvious gaps in the Government's requirement? 5. Are solutions that meet the requirements available under the General Services Administration (GSA) schedules program? If so, please identify the appropriate GSA Schedules and Special Item Numbers. If the services are available under any other Government-wide contract please identify the contract. 6. The Government is planning a firm-fixed-price contract type. Please identify any concerns relating to the contract type and identify the expected basis of payment. For example, are payments for these services customarily made on a monthly fixed-price basis, on a per-call basis, or other basis? 7. Please provide a general Rough Order Magnitude estimated dollar value for the solution that your firm offers. 8. BSEE is considering a small business set-aside for this procurement. The North American Industry Classification System (NAICS) code is 561421, "Telephone Answering Services" with a size standard of $15 Million. Please indicate whether or not your business qualifies as a small business under the NAICS code. Please see the attached RFI document containing the Statement of Work for additional information.
