Description 

NOTICE OF INTENT TO SOLE SOURCE: This pre-solicitation notice is issued in accordance with FAR Subpart 5.203(a)(1). The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm fixed price purchase order on a sole basis to the Consortium for Ocean Leadership for support of the 2017 National Ocean Sciences Bowl, in accordance with FAR 13.105 and 13.106-1(b). The BSEE intends to provide partial support the National Ocean Sciences Bowl (NOSB), a national, academic competition for high school students on topics related to the ocean and is the only responsible source to satisfy the Bureau requirements. It is anticipated that the purchase order will be issued on or before April 7, 2017 with a period of performance from the date of award through 4/23/2017. The applicable NAICS Code is 611710 with a size standard of $15M. This is NOT a request for competitive quotes. This notice of intent is for informational purposes only. However, all responsible sources may respond and will be considered by the BSEE if received by the Point of Contact (POC) listed below by close of business April 1, 2017 (reference Solicitation No. E17PS00052). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
