Justification of Other than Full and Open Competition Authority: 41 U.S.C. 3304(a)(1) in accordance with FAR Subpart 6.302-1 Only one responsible source and no other supplies or services Product Service Code: Z2KA Repair or Alteration of Dams NAICS Codes: 237990 Other Heavy & Civil Engineering Construction Contract Award Date: Estimated March 31, 2020 Contract Award Number: Pre-solicitation Announcement Number: 140R4020C0002 DOIRFBO200019 Synopsis: ***NOTICE OF INTENT TO SOLE SOURCE*** The Bureau of Reclamation Acquisition Management Division, Provo Area Office in collaboration with Albuquerque Area Office, issues this special notice of its intent to sole source contract number 140R4020C0002 to Carpi Tech USA (Carpi) for installation of a geomembrane liner on the El Vado Dam, located in North Central New Mexico. The purpose of this contract is for Carpi to perform two phases of the project. The first phase would be for design review and consultation in support of the planned seepage reduction modification of the dam. Reclamation¿s design team will complete all designs and retain all final design decisions and responsibilities; as needed they will utilize the contractor¿s expertise to consult in areas that the design team require additional support. Phase two shall include, but is not limited to: site work preparation, grouting, repair and preparation of the dam surface, and installation of the geomembrane liner. This project is a dam safety project and will result in a fixed price award for the site work preparation, grouting, and repair and preparation of the dam surface, and installation of the geomembrane liner. The Fixed Price for the phase two effort may be re-evaluated prior to award of phase two, once Reclamation completes the design process, around May 01, 2021. The magnitude of the total project is between $10,000,000.00 and $25,000,000.00 This notice of intent is NOT a request for competitive quotes or proposals. This requirement will be awarded in accordance with FAR Part 15 Contracting by Negotiation and FAR Part 36 Construction and Architect-Engineer Contracts. There is no solicitation package available at this time, however, all relevant solicitation documents will be available by contacting the Contracting Officer, Lisa Vance via email lvance@usbr.gov once the documents are issued. All responsible sources may submit a capability statement or proposal and should include the socio-economic program and business size information if applicable along with bonding capability, which shall be considered by the agency. Submissions must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective.
