Opportunity: Montana, Wyoming, Colorado Rockfall Risk Mitigation IDIQ

Description 

The Bureau of Reclamation, Upper Colorado Region on behalf of the Montana, Colorado and Wyoming Area Offices anticipate a requirement for Rockfall Risk Mitigation Construction Services consisting of, but not limited to: Rock Stabilization, Inspection, Reporting, Scaling and Cleaning, Bolting, Cabling, Meshing, and other methods to improve rock stability and or provide rockfall barriers. The anticipated locations of this work are: Seminoe Powerplant, Kortes Powerplant, Fremont Canyon Powerplant, Glendo Dam and Powerplant, Guernsey Dam and Powerplant, Buffalo Bill Complex (Buffalo Bill Powerplant, Spirit Mountain Powerplant, Heart Mountain Powerplant, Shoshone Powerplant), Boysen Power Plant, Yellowtail Dam, Canyon Ferry Dam, Olympus Dam and Ruedi Dam, and any other facilities in Montana, Wyoming or Colorado as requestsed under any future IDIQ Task Orders. Vendors shall be qualified to provide all necessary labor, materials, supplies, and equipment to do the required work. Vendors who are interested in this anticipated requirement shall have construction experience and specialization in rockfall risk mitigation including Society for Professional Ropes Access Technicians (SPRAT) certifications. All Rope Access work within Reclamation facilities must comply with Rope Access Guidelines as outlined in the Reclamation Safety and Health Standards (RSHS) which may be accessed at: www.usbr.gov/ssle/safety/rope. Because the nature of Rockfalls is unknown and ongoing, Reclamation anticipates awarding up to three Indefinite Delivery Indefinite Quantity (IDIQ) Contracts for a five-year period. After award is made, individual task orders and requirements will be outlined and issued for specific tasks. Specific Task Orders will provide information, physical data, time period for work, methods of stabilization to be utilized. The estimated magnitude of each individual task order from a resulting award is $5000.00 - $1,000,000.00 with a total contract value not to exceed $5,000,000.00 per award over the five-year period of performance. It is the intention of the government to solicit competition utilizing FAR Part 15, Contracting by Negotiation on a Best Value Basis Incorporating tradeoffs between Price and Non-Price Factors. The government intends to issue multiple awards resulting from a solicitation. This notice serves as the notice of a proposed contract action. It is anticipated that a full solicitation package will be released on or about March 30, 2020. This requirement will be advertised under the North American Industry Classification (NAICS) Code 237990, Other Heavy and Civil Engineering Construction with a corresponding Small Business Size Standard of $39.5 Million and will be a total small business set-aside.
