Opportunity: Special notice - Sole Source

SPECIAL NOTICE The Bureau of Reclamation, Upper Colorado Region intends to negotiate a sole-sourced award with the Tri-State Generation & Transmission Association to relocate their transmission lines at to the new designated switchyard site at the Elephant Butte Power Plant. Reclamation is procuring this requirement pursuant of the Federal Acquisition Regulations Parts 15- Contracting by Negotiation and FAR clause 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Reclamation intends to award this contract during Fiscal Year 2020. Reclamation believes that Tri-State is the only source that has the authority and proprietary rights to successfully relocate transmission lines. However, Reclamation will consider vendors that recognize they can fully provide the requirement can identify themselves in written notification to the Contracting Officer. Written notification of capability statement or proposals must be received by the Contracting Officer by 4:30 PM MST on 8/28/2020. Any information received from said vendors will be solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm¿s Dun and Bradstreet number and Tax Identification Number (TIN). Vendors should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS code 237130 which is 39.5 million dollars. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice. This synopsis is strictly for compliance with FAR Subpart 5.2. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice.
