Opportunity: Parker Dam Heat Exchangers

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions" The Bureau of Reclamation, Yuma Area Office, Yuma, Arizona intends to negotiate a sole-source, firm-fixed price purchase order with Lynchburg Air Preheater Corporation (LAPCO) 169 Prestwood Rd Lynchburg, VA, 24502-4899, United States. The purpose of this acquisition is for the Commercial Item requirement of 8 heat exchangers for Parker Dam. It is in the Government's best interest to award directly with LAPCO as they have reversed engineered exact dimensions of the original heat exchangers from 1940s, and to reduce risk of variance in materials and dimensions and reduce coordination time, as LAPCO has approved fabrication drawings by the Bureau of Reclamation. This proposed action is for supplies for which the Government intends to solicit with only one source in accordance with FAR 6.302-1(2) - Only one responsible source and no other supplies will satisfy Agency requirements. Interested parties may identify their interest and capabilities to respond to the requirement. This notice is not a request for competitive quotes and an RFQ will not be issued; however, the Government will consider all responses received within three (3) days of publication. A determination by the Government not to complete this proposed action based upon responses to this notice is solely within the discretion of the Government. For this acquisition, North American Industrial Classification System code is 332410 Power Boiler and Heat Exchanger Manufacturing. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is on or about July 30, 2018. Effective July 30, 2012, prospective vendors must be registered in the System for Award Management (SAM) prior to the award of a contract. Lack of registration in the SAM database may make an offeror ineligible for award.
