Opportunity: CalSim3 and SacWAM Water Modeling Technical Support

This announcement serves as a notice of intent to solicit and negotiate with only one source under the authority of FAR Part 6.302-1. The applicable North American Industry Classification System (NAICS) Code is 541620; the small business size standard is $15 Million. This is the only announcement that will be issued prior to award. The Bureau of Reclamation intends to negotiate on a sole source basis with Stantec Consulting Services, Inc., for water and fish modeling service to provide updates to existing CalSim3 and SacWAM models currently in use by the Bureau of Reclamation, for the continued development of Environmental Impact Statements, Feasibility Studies, and long-term planning analysis. Stantec Consulting Services. Inc. is the developer of the referenced models used by the Bureau of Reclamation and is the only entity able to make updates to the modeling software to meet Bureau of Reclamation needs. These models require updating due recent changes in statutory law. Firms believing that they can provide the services above must provide a written capability statement to the Contracting Officer with supporting evidence that demonstrates the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the direction of the government. Information received in response to this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include 1) Company name, address, DUNS number, and point of contact name of email address. 2) Identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541620, Environmental Consulting Services. 3) Information that would demonstrate that your business has the capability to provide updates to the existing CalSim3 and SacWAM models currently in use by the Bureau of Reclamation.
