This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation Number is 140P4318R0037 and is issued as a Request for Quote (RFQ) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures, and FAR Part 37, Service Contracting. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97. The FAC is available at https://www.acquisition.gov/FAR. The Dept. of Labor's Service Contract Labor Standards Wage Determination Numbers 15-4075 (Rev.-6) and 15-4045 (Rev.-6), both dated 01/16/2018, (Attached) is applicable to this combined synopsis/solicitation. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov/portal/public/SAM/ (formally CCR and ORCA). This RFQ is issued as a total small business set-aside. The North American Standard Industrial Classification System (NAICS) Code is 562111 - Solid Waste Collection with a $38.5 MIL size standard. An offeror must ensure that they are self-certified under NAICS Code 562111 in the Representations and Certifications portion of SAM. Questions shall be submitted electronically to Todd Scola at Todd_Scola@nps.gov. Submit quote on SF 1449 with a filled in Quote Schedule (attached). Quotations shall be submitted electronically to Todd Scola at Todd_Scola@nps.gov and are due on Friday, June 22, 2016 at 3:00 pm ET. Additional attachments: Statement of Work with pick-up schedule (Attachment 0001), Dept. of Labor Wage Determination Numbers 15-4075 (Rev.-6) and 15-4045 (Rev.-6), both dated 01/16/2018 (Attachments 0002 and 0003 respectively) and Quote Schedule (Attachment 0004). The Government anticipates awarding a Firm-Fixed-Price (FFP) purchase order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government considering price and price factors only. The National Park Service (NPS) wishes to procure Thirteen (13) 8-yard dumpsters , One (1) 4-yard Recycle dumpster and One (1) 2-yard with disposal services for the collection and disposal of solid waste at the Cape Cod National Seashore in the towns of Eastham, Wellfleet, Truro, and Provincetown, Massachusetts. This solicitation is for a base 8-month period plus four (4) 12-month Option Years. The number of dumpsters and pick-ups required in each option year may vary. Each Modification for election of Option Years will include a schedule of pick-up dates for that Option Year. Term of the Contract The contractor shall provide contractual services starting August 1, 2018 ¿ March 31, 2019 with four option years as follows: Option Year 1: 4/1/2019 through 3/31/2020 Option Year 2: 4/1/2020 through 3/31/2021 Option Year 3: 4/1/2021 through 3/31/2022 Option Year 4: 4/1/2022 through 3/31/2023
