ASIS WATER AND WASTEWATER OPERATIONS This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation Number is 140P4218Q0003 and is issued as a Request for Quotation (RFQ) under Federal Acquisition Regulation (FAR) Part 12. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. The FAC is available at https://www.acquisition.gov/FAR. This is solicited as a Set-Aside for Small Business Concerns (Total Small Business Set-Aside) under NAICS code 221320, Sewage Treatment Facilities with a U. S. Small Business Administration size standard of $20.5 million. The U. S. Department of Labor Service Contract Act Wage Determination, Decision No. 2015-4271(Rev.-3) dated 07/25/2017 (attached) is applicable to this combined synopsis/solicitation. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov/portal/public/SAM/ (formally CCR and ORCA). An offeror must ensure that they are self-certified under NAICS Code 221320 in the Representations and Certifications portion of SAM. The Government anticipates awarding a Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government considering PRICE and technical qualifications. Services/Supplies will be ordered through specific delivery orders issued using stated contract pricing. The Government shall pace orders totaling a minimum of $10,000.00 over the full term of the contract. The maximum amount for the full term (including base period and all options exercised) will not exceed $500,000.00. This maximum amount is not a representation that the maximum quantity will be required or ordered or that the conditions affecting delivery orders will be stable or normal. As this is an IDIQ contract, its guaranteed minimum order of $10,000.00 shall be obligated at the time of award.
