Notice of Intent to Sole Source The Bureau of Land Management (BLM), California State Office (CASO) intends to negotiate a firm fixed price sole source purchase order with Conservation Science Global (CSG), 303 West Drive, West Cape May, NJ 08204, a non-profit organization, in accordance with FAR 6.302-1 `Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements¿. The requirement is for refinement of four existing bird population models to be used by BLM to translate renewable energy bird mortalities into population-level consequences. The awarded purchase order will be a base plus one option year. Translating mortality counts into population-level consequences is a critical element needed for BLM decision making process related to renewable energy development and in disclosing potential environmental impacts to the public. The rationale for sole source basis to CSG is as follows: 1) The existing models were developed by CSG and partners under a California Energy Commission EPC grant. The function of these models have been demonstrated to government agencies (including BLM) as part of the EPC grant process. These models are proprietary. 2) CSG is the only company currently working on translating mortality data collected in a count-based manner into a rate-based estimate in order to infer population-level consequences (how mortalities at renewable energy sites may effect mortality or growth rates of bird populations). 3) While there are other companies that do population modelling, in order to work on the refinement needed for BLM to use such modeling in our decision making process, other companies would need to recreate the work already accomplished by CSG, with an estimated cost of $2,000,000 and 3 years of work. 4) CSG is the only company that can complete the refinement of the models within the necessary timelines. The NAICS code for this requirement is 541620 Environmental Consulting Services, which has a small business size standard of $15M. This notice is not a request for quotations and no solicitation is available. Vendors believing they have the ability to provide the required services must notify the Contracting Officer in writing to lstjohn@blm.gov by no later than Wednesday August 21, 2019 at 4:00 pm PT. Vendors must include the following information with their submission ¿ business name, address, DUNS number, business size (including small business subcategory if applicable) point of contact name and email address, reference number 140L1219Q0052, and sufficient information demonstrating it is capable of and has the experience to perform the required services. A determination not to compete this requirement based on the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov in accordance with FAR part 4.11.
