Opportunity: BLM NMSO MAIL METER

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140L0319R0001 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. This is a total small business set aside under NAICS 532420 and a size standard of $32.5. The Bureau of Land Management New Mexico State Office has a requirement in soliciting quotations on a competitive basis for qualified vendors to enter into a firm fixed price contract for an upgrade to current postage meter machine lease. This shall include meter rental, maintenance, delivery and setup, USPS rate changes and operator training at 12 locations located throughout the states of New Mexico and Oklahoma. This is a 60-month lease as a base year, plus 4-option year contract. Please provide reasonable pricing on base year and four options for one piece of equipment at each location. Attached are statement of work and bid schedule for required equipment and locations. FAR Clause 52-247.34 F.O.B Destination shall apply to this requirement. A purchase order shall be awarded to the lowest price technically acceptable. See attached evaluation criteria. The base year period of performance is 2/1/2019 to 1/31/2020. Option years will be awarded, if deemed to be in the best interest of the government and subject to the availability of funding, for fiscal years 2019 to 2023.
