Combined Synopsis-Solicitation for Qty. 11 Aluminum enclosure to house seismic equipment and its ancillary systems. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is issued as a request for quotation (RFQ) 140G0320Q0212. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07/08 dated 08-31-2020. Set aside for Small Business. NAICS: 221114 - Electric solar power generation, solar, 250 / NAICS: 332311 - Prefabricated metal building and component manufacturing, 750 Qty. 11 - aluminum structure containing solar panels, grounding, communication - surge protection, solar conditioning, and the enclosure to house seismic equipment and its ancillary systems. Brand Name or Equal to Sunwize swingset Product Code 210423 in accordance with FAR 52.211-6 (August 1999). Delivery Date: 30 days from date of award, stored up to one year at Contractor's facility until the USGS can schedule pick-up. See Storage of Enclosures section. ATTACHMENTS: 889 Certification Document, 2 pages. Drawing 1: Swingset Updated Design Drawing v7, 6 pages Drawing 2: solar power panel V20, 1 page Swingset Enclosure Build Standards Scope: The scope of this section on the Swingset build is to relay the USGS's requirements for a pre-installation, fully-constructed Swingset solar and power system. Terms and Definitions: 1. Swingset: Aluminum structure containing solar panels, grounding, communication-surge protection, solar conditioning, and the enclosure 2. Stanchion: 2" ID aluminum pipe, either 2¿ sch40 or 2¿ conduit, typically used for mounting the solar panels, antenna, and enclosure. 1. Nominally: conduit, pipe, and sch40 all mean 2" ID, 2 3/8th" OD aluminum pipe. 2. Two types of aluminum pipe can be used. Sch40 2" aluminum or 2" aluminum conduit. Materials: 1. All ¼-20 bolts hex head screws will be 18-8 SS. 2. All ¼" washers will be SS. 3. All ¼" lock washers will be SS. 4. All aluminum pipe threads will have Anti-Seize placed on their threads. 5. All ¼" nuts will be brass. 6. All pipe will be 2" 2A aluminum conduit. Or 2" sch40 Aluminum pipe (pre-cut to length). 7. Any metal touching aluminum is limited to SS, bronze, or brass, or galvanized metals. Stanchion legs: 1. All four stanchion legs will have x2 ¼-20 SS 1" bolts tapped into the base of each leg. The lowest bolt will be 1¿ from the base of the leg, and the second bolt will be placed on the opposite side of the first bolt 20" from the base of the leg. Each bolt will have one brass or stainless nut threaded onto the bolt in order to tighten the bolt securely for transport. 2. The four vertical stanchion legs will have bituminous paint applied from the base of the vertical stanchion up 36". The legs will be dipped into the paint in order to coat the inside. A 3 or 4" pvc pipe with caps 48" long can provide the mechanism to dip them. Swingset framing materials: 1. 2A rigid aluminum conduit. Or Sch40 pre-cut aluminum 2" pipe. OD 2.375" 2. All aluminum pipe threads will have Anti-Seize generously brushed on the pipe coupling threads, 360 degrees around threads. 3. All aluminum conduit or pipe will be free of defects such as bends or holes or flawed threads. 4. Tolerance: All vertical stanchions upon finish will be vertical within 1" at 10" above bottom of enclosure for the rear stanchions and within .5" at 4" above the bottom of the enclosure for the South stanchions. 5. Each vertical stanchion (x4) will have a .125" weep hole drilled at 25" measured from the bottom of the stanchions. Solar Array: 1. Due to the nature of solar panel innovation (advances in efficiency, etc), the solar panels will be approved by the USGS before being purchased and installed. 2. Solar panels will be unused. 3. Panels such as Topoint 190W JTM190-72M Mono Silver Frame Solar or similar/better quality will be used. 4. Solar panels will be 24V panels 5. Solar panels will be framed. Offset Brackets: 1. No Anti-Seize required for galvanized bolts and nuts. 2. All 7/8ths bolts will be tightened between 150 and 250 inch-pounds and verified with a torque wrench. The reason for the disparity is due to aluminum conduit inconsistencies and deformation with different torques. The aluminum conduit should not deform more than a 16th of an inch when torqueing the bolts 3. All 7/8ths bolts will be threaded in such a way that the smooth bolt side will be against the plate. 4. All offset brackets will be squared with the Swingset structure. 5. All U-bolts on the offset brackets will be evenly tightened so that the bolt threads appear even. Solar panel aluminum angle: 1. Aluminum angle used to mount the solar panels to the pipe structure will be made of 6061 T6 1.5"x2"x.25" aluminum. The 1.5¿ side of the aluminum angle will attach to the solar panel frame. 2. 1/2" holes will be drilled for the 3/8th inch U-bolt mounting holes in order to create some play in the structure assembly. The holes will be deburred. 3. The 3/8" U-bolts holding the angle to the 2¿ conduit will be verified with a torque wrench. 4. Hardware used to mount the aluminum angle to the solar panel's frame will be SS 18-8 1/4-20 x 1.5" with SS washers, SS lock washer, and brass hex nut. 5. 5/16" holes will be drilled through the aluminum angle and solar panel frames for the SS 1/4-20 bolts with brass nuts. The holes will be deburred. 6. The aluminum angle will be mounted in such a way that the brass nut and bolt will be centered when exiting the solar panel frame on the back/inside of the frame and will not affect the solar laminate. 7. The solar panels will be square with the aluminum pipe and the aluminum pipe will be square with the vertical stanchions. 8. The solar panel electrical cables will originate from the East side of the structure once the solar panel frame is erected onto the main Swingset stanchions. 9. The threaded end of the cut aluminum conduit will be located on the downward side of the solar structure with couplings attached and Anti-Seize applied. 10. The plane of the finished and installed solar panel will not contort more than 1/16 inch from corner to the opposite corner. Enclosure: 1. 60" slope-top aluminum enclosure will be made from 5052 aluminum. 2. 60" slope top aluminum enclosure will be mig or tig welded on all joints that combine edges. 3. The enclosure will be square and lie flat on a level surface. 4. The enclosure will have x2 60lbs assistance lid-opening pistons. Pistons will be mounted in such a way that they will not interfere with any other components of enclosure (lid, power panel, etc.). 5. The enclosure will have two punch sets of breather louvers located on the uppermost area on the East and West sides. Hardware cloth or similar fine aluminum mesh will be installed using silicone on the inside of the louvers to deter insect intrusion. North is defined as the sloped side of the enclosure. 6. The grounding bus will be located on the West side 10¿ from the bottom and starting at 10¿ from the South side. The bus will be level with the floor of the enclosure. 7. One primary enclosure shelf, made from 5052 aluminum, needs to be mounted inside. Welded or bolted. If bolts, then ¼-20. See Swingset Updated Design Drawing v7.pdf. Shelf should run the entire length of the enclosure and have a lip on the exposed 60" side. 8. One 5052 aluminum secondary shelf below the primary enclosure shelf needs to be mounted. Welded or bolted. If bolts, then ¼-20. 9. The secondary shelf will be bent so the weight bearing component tilts upward. This will ensure the digitizer equipment will remain fixed to the shelf and not move around during a seismic event. The shelf can be bent to roughly 80deg. The dimensions are 18¿ long (parallel to the long axis of the enclosure) x 10¿ wide not including the lip that is fastened to the back side of the enclosure. 10. The shelf will be mounted 15.5¿ from interior base of enclosure on the South side and centered 20¿ from the West side. See pictures. 11. Each Swingset will contain a power board that utilizes a Mean Well NPF-60-24 power supply. See diagram attached for power board (solar power panel V20.pdf) 12. The power board will be mounted on two rails starting 12" from the East side using 5/16th holes and ¼-20 SS hardware. The board will be angled roughly 30 degrees with the folded edge of the board resting against the Southern back of the enclosure. (see pictures) 13. The power board will have clear vinyl plastic sheet mounted over the power board. 14. There will be 9 cable clamps on the front of the lip (similar/better to https://www.mcmaster.com/3225t28) placed between the power board and the ground bus, evenly spaced. The clamp will be kept open. One brass nut will hold it in place (no washer or lock washer required). 15. The two lock hasps will be SS. Rivets will be SS. Heavy duty hasps. See pictures of indoor unit. 16. One 4.5" hole will be punched or cut into the bottom of the Swingset Northwest corner. Centered at 6.25¿ inches from each side. 17. Two holes for the flex connectors will be punched, one on the East wall and one on the West wall. The West side hole will be 25" from South wall, 15¿ from the bottom. The East 10¿ from the South wall and 10" from the bottom. Hole size 1 5/8". This is for the 1 ¼" metallic flex coupling. Single point ground: 1. One single point ground will be placed on the West wall 15" distance from the inside bottom of the enclosure and 8" distance from the North inside of the enclosure. 2. The single point ground will be brass or SS ¼¿ rod extending 3" inside the box and 3" outside. If brass is used for the rod, then SS bolts will be used with SS washer and SS lock washers. If SS rod is used, then brass nuts with SS washers and SS lock washer will be used. Flex conduit runs: 1. Two five foot 1 ¼" metallic flex conduit runs will attach to the enclosure on the East and West sides. The East side will carry four conductors from the two solar panels which will attach to the power panel inside. 2. The West side 1 ¼" metallic flex conduit will carry two LMR400 cables. At the top of the mast we need one LMR400 with a type NM connector. The second LMR400 requires a type TNC M connector. The conduit should be just large enough to push the TNC connector next the first LMR400 cable through the flex. 3. Two holes for the flex connectors will be punched on the East and West walls. The West side hole will be 25" from South wall, 15" from the bottom. The East 10" from the South wall and 10" from the bottom. Hole size 1 5/8". This is for the 1 ¼" metallic flex coupling. Communication cables: 1. Two LMR400 cables (example https://www.tessco.com/product/20-lmr400-jumper-nm-nm-530758) will be run from the RF surge protectors on the inside through the flex conduit and up the Northwest mast. 2. Both cables will have a single 360 turn inside the enclosure with an approximate loop diameter of 24¿. 3. The LMR400 that extends to the top of the NW stanchion will have type N crimp on both ends. This cable will terminate 5" above the NW mast. The N connector will have temporary tape applied to the top and be taped to the mast for transport. 4. The shorter LMR400 will have one type N crimp connector inside the enclosure terminating to the RF surge protector and one type TNC crimp connector terminated mid-way up the NW mast. The TNC will have temporary tape protecting the connector for transport and taped to the masts. Cable Mounting Hardware: 1. NW stanchion will include 8 cable standoffs. 2. The 7 standoffs will be mounted to the pipe and face in an Easterly direction spaced evenly along the NW stanchion starting from the bottom. The first cable guide will be mounted 28" from the bottom of the NW stanchion. 3. 1 standoff will be 10" above the end of the flex conduit and mounted facing West. This will contain rubber mount with part number BCU158X 4. Two RF surge protectors (like this https://www.tessco.com/product/gps-tower-top-protector-414436 or equal or better in quality) will be mounted on the copper ground bus separated by 4¿ minimum. The SS screw for the RF surge protector will have Anti -Seize applied to the threads. 2. The SS hex bolt used for attaching the RF surge protector will have Anti-Seize wiped around the threads of the bolt (360deg). 3. The bulk head side of the RF surge protector unit will face upward. 4. The bottom of the RF surge protector units will have LMR195 jumpers with Type N and Type TNC connectors connected to them and run down the cable clamps to the power board. Each jumper will be 5 or 6 feet long. 5. The top of the RF surge protectors will connect to LMR400 Type N connectors leading out of the enclosure through the flex conduit. The forward RF surge protector or North RF surge protector will lead to the TNC connector which will be strapped to the vertical stanchion and weather proofed (electrical tape is fine) at 8 feet measured from the bottom of the enclosure. The Southern RF surge protector will connect and extend the same way to the top of the Northwest stanchion where it will be strapped and protected for transit. 6. Each RF surge protector will have a 5¿ type LMR195 jumper (this or similar/better https://www.tessco.com/product/5-lmr195-jumper-n-male-tnc-male-514601) connected to them. One end will be Type N male, and the other end will be type TNC male. 7. One surge protector (this or similar/better https://www.amazon.com/Delta-LA302DC-0-500V-Lightning-Arrestor/dp/B004M4URXA/) will be mounted 6" East of the power panel on the enclosure tray. It will be roughly centered on the tray. Grounding Cables: 1. #2awg 7-stranded copper cable with green insulation will extend from the top of the Northwest stanchion down the pipe to the single point ground connection on the West side of the enclosure. The top of the #2 stranded copper cable will attach to one ground 2" bronze ground clamp. There will be 4 inches of exposed copper cable left above the pipe clamp at the top. 2. All internal ground cables will be green 6awg THHN stranded terminated with Blue type compression lugs with ¼¿ hole size for copper. 3. The power board will have one green #6 ground cable run from the ground bus on the power board to the ground bus on the inside West wall. 4. The ground bus will have one #6 ground cable run to the single point ground. Ground bus on West wall: 1. The ground bus edges will be positioned 12¿ +/- 1¿ from the North inside edge of the enclosure and 12¿ +/- 1¿ distance from the bottom inside of the enclosure. 2. The ground bus will be level within the enclosure with a tolerance of +/- 1/32¿. 3. The ground bus will be connected to the single point ground on the north side of the ground bus via one #6 stranded-copper green-sheathed insulated grounding wire with #6 blue crimped lugs. The south side of the bus will connect to the power panel via one #6 copper stranded green insulted to the power panel ground bus located on the west side of the power panel. One lug only, which attaches to the south side of the bus. Finish Work: 1. One sticker will be placed on the middle-backside of the lower solar panel. A second sticker will be placed on the front side of the enclosure. 2. Two 389 locks will be placed on the hasps before departure. 3. One 5" #2 bare stranded-copper conductor will be left in the enclosure with a brown single post crimp on one end only. Used for single point ground to ground rod connection 4. Hose clamps holding the ground onto the stanchion will be aligned. Storage of Enclosures After fabrication, each completed unit must be stored until USGS staff or USGS-retained contractors picks it up for transport to the seismic station site. The transporter will arrange in advance with the fabricator and/or storage facility for a suitable time for pick-ups. Storage of swingsets is most critical. The duration of storage will not exceed 12 months. Each unit should be uniquely identified with a serial number, and a manifest of components that includes serial numbers of uniquely-identified components (i.e., telemetry modems and radios, antennas, solar panels, power-boards) stored with the box unit. Units may be stored either on-site where they are fabricated or at an off-site facility. In either case the storage facility(ies) should be located in either (or both) the states of Washington and/or Oregon. it is considered favorable to have several different storage locations since this may reduce transport time from storage to installation site. But a single storage facility is also acceptable. Storage facilities must be lockable. Because the swing-sets will be located outside, they may be stored either outdoors or indoors. It is preferable for indoor boxes to be stored indoors, or at the least in a covered shed or warehouse. However, in either case, units stored outdoors must be covered with a tarp or similar covering to protect them from the environment. There must be sufficient space for the swing-sets to be conveniently loaded onto a standard tail-lift truck.
