Description 

The U.S. Fish and Wildlife Service in Fort Collins, CO hereby submits a notice of intent to award a sole source, firm fixed price contract to Cornell University, Inc., Duns# 872612445. This contract action is for commercial goods/services under NAICS code 541690 Other Scientific and Technical Consulting Services for which the agency intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b), Simplified Acquisition procedures. The contract period is for a Base Year plus One Option Year with a total estimated value of $69,000.00 In collaboration with agencies, NGOs, and University Citizen Science experts, USFWS developed and pilot tested a Citizen Science Framework to help staff effectively meet resource and education needs. Recently proposed advances to the Federal Science Toolkit, potential collaboration opportunity with the Forest Service, and results of several case-studies indicate that this is the opportune time to maximize our current investment in the FWS Citizen Science Toolkit to provide the detail information needed to implement the Framework on a web-interface, develop example of how to harvest and use existing crowd-sourced information, and provide the appropriate outreach and training materials required for implementation. Cornell Lab of Ornithology developed and serves the eBird and is considered the expert in the field of citizen science information systems geared specifically toward biological data, and are familiar with the Federal on-line toolkit and best authority to help ensure the FWS Toolkit builds from, and aligns with, the Federal Toolkit. The Cornell team of experts were the primary founders, and currently serve on the Board, of the Citizen Science Association. This announcement constitutes the only notice. This is not a request for competitive quotes. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive.
