Opportunity: Notice of Intent to Sole Source/Sources Sought - D

Description 

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Drilling Info, Inc. for the DrillingInfo (DI) System Product Software License and database access subscription renewal, DI Desktop Plus and Estimated Ultimate Recoveries (EURs), DI Analytics Core, DI Analytics Best Practices, and DI Rig Analytics for a maximum of 19 authorized users for the base period September 30, 2017 – September 29, 2018 and four, one-year option periods. This is considered a sole source to Drilling Info because, to the best of the NETL’s knowledge based on market research conducted, Drilling Info is the sole source providing access to their database/software/products. This is to renew NETL’s access to the above DI products. Drilling Info is an oil/gas intelligence company that provides a software platform, tools, and services for the oil and gas industry. Drilling Info is the database that industry uses to develop long-term investment strategy, respond to regulatory and legislative proposals, and assess technology trends. Drilling Info is the only source that provides access to the DI System Product License, DI Desktop Plus for All States and EURs, DI Analytics Core for All Plays, DI Analytics Best Practices for All Plays, and DI Rig Analytics for All States. Drilling Info provides a comprehensive and integrated database of land, well, and production information in the industry; global insights and international data and expert analysis; industry best practices; and research and analytics with unconventional analysis. NETL has already invested time, training, and associated costs using this software which continues to have a useful life therefore renewal to access the products is required so NETL is ensured continued use of these products. Drilling Info is the only vendor to provide these items. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:30 PM ET on September 8, 2017. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
