Opportunity: Turn-key install of a CAT Remanufactured Generator

Description

Synopsis DE-SOL-0010358: The U.S. Department of Energy (DOE), Office of Logistics and Facilities, Germantown, MD (MA-431) intends to award a sole source contract to ALBAN CAT. The requirement consists of providing a turn-key install of a CAT remanufactured generator end on the 1,750KW 3516 generator set located at the Germantown Campus. The statutory authority for permitting other than full and open competition for this contract is 41 U.S.C. § 3304(a)(1) as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. For this procurement, DOE intends to award under FAR 6.201-1(2)(ii)(A). FAR 6.201-1 allows for the Government to authorize other than fair and open competition for items which can be obtained only by one responsible source. ALBAN CAT is the only organization which can fulfill this need since they build, repair, and maintain the Caterpillar brand power generator that is required for the Germantown facility to continue to function and to meet its mission objectives. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes that DOE should not pursue this sole source procurement with ALBAN CAT, then they should submit a capability statement and pricing information for the requirement by 12:00pm EST on September 5, 2016. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
