NOTICE TYPE: Request for Quotes Synopsis SUBJECT: Body Armor for the U.S. Department of Energy (DOE) ANTICIPATED AWARD: February 2016, Set-Aside Business, or other SYNOPSIS: This announcement serves as a Request for Quotes synopsis issued for the purpose of purchasing body armor for law enforcement missions in accordance with Federal Acquisition Regulation (FAR) Part 12. DOE is issuing this Request for Quotes synopsis to identify businesses that can provide the requested body armor to DOE’s Office of Inspector General within thirty (30) days upon receipt of award. The Department of Energy (DOE), Office of Inspector General (OIG) has a requirement for body armor for DOE OIG Office of Investigations. The body armor will be used by law enforcement professionals staffed in the OIG Office of Investigations. The contractor will provide highly qualified certified body armor. The body armor must meet the required specifications as indicated on the Product Description and Quantity (Attachment 1). The contractor should have the ability to fulfill the order within thirty (30) days of receiving award. The contractor should have the ability to ship the body armor to Washington, DC. Complete shipping details will be provided to the successful offeror upon issuance of award. The vendor must have the capability and resources to provide prompt turnaround and delivery to the DOE Office of Inspector General. The product must be provided at a reasonable price, with a demonstrated ability to provide the product in a cost-efficient and timely manner. For the purpose of this acquisition, the North American Industrial Classification System (NAICS) codes are as follows: NAICS Code: 453998 NAICS Description: All Other Miscellaneous Store Retailers (except Tobacco Stores) Size Standards in Millions of dollars: $7.5 DOE is preferably seeking vendors who have a GSA Schedule. However, vendors who do not have a GSA Schedule are encouraged to submit a capability statement. DOE is looking to issue a Firmed Fixed Priced type of contract for this requirement. Although this Request for Quotes synopsis does not only apply to small business concerns, vendors that are socioeconomic concerns (e.g., 8(a) Small Disadvantaged Business, Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business, Woman-Owned Small Business (WOSB)) are encouraged to respond to this notice. VENDOR RESPONSES: Interested parties are requested to submit quotes, no later than 02/16/2016 at 2:30 P.M. EST. The government assumes no financial responsibility for any cost incurred. This announcement is for quotes and planning purposes only and is not to be construed as a commitment by the government.
