Opportunity: Notice of Intent to Award/Synopsis

The U.S. Department of Energy (DOE), Office of Intelligence and Counterintelligence (IN) has a requirement for Leidos, Inc.’s Art of Review training course. DOE’s Office of Headquarter Procurement Services, located at 1000 Independence Ave, SW, Washington, DC 20585, intends to award a sole source Purchase Order to Leidos in accordance with FAR 13.5. The appropriate North American Industry Classification System (NAICS) code is 611430 - Professional and Management Development Training and the corresponding size standard is $11.0 million. DOE intends to award a Firm-Fixed Price Purchase Order that consists of a period of performance that consists of one (1) 12-month base period and four (4) 12-month option periods, commencing on the date of award. The DOE is utilizing the authority granted under Federal Acquisition Regulations (FAR) 13.106-1(b)(1)(i), “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available” in conjunction with the expanded simplified acquisition authority permitting simplified acquisition procedures to be utilized for commercial items exceeding the simplified acquisition threshold but not exceeding $7 million of FAR 13.501(a) and 41 U.S.C. 1901. This notice of intent constitutes a fulfillment of the requirement to synopsis proposed contract actions in accordance with FAR 5.101(a)(1), FAR 5.201(b)(1)(i), and FAR 13.105(a) and is not a request for competitive proposals. No solicitation is available for this requirement. In accordance with FAR 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency, no later than the closing date and time of this notice. Responses must be in writing, by email to the Contracting Officer at arness.harris@hq.doe.gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
