Opportunity: Notice of Intent to Sole Source Renewal of ANSYS/F

Description 

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technical Laboratory (NETL) intends to award a purchase order on a sole source basis to ANSYS, Inc., under GSA Schedule Contract No. GS-35F-0639N, to purchase the ANSYS/FLUENT and Gambit meshing computational fluid dynamics modeling software with the added feature of ANSYS Design Modeler and ANSYS CFD PrepPost ANSYS/FLUENT solvers and HPC parallel processors. This software will allow simulation geometry to be created using Design Modeler, Meshing of the geometry with computational cells using ANSYS CFD PrepPost, running the simulations in parallel using the FLUENT solvers and HPC processors and post-processing the results with a FLUENT solver and/or ANSYS CFD PrepPost. NETL has been using ANSYS/FLUENT software for more than ten years and has a library of models (UDF’s) based on ANSYS/FLUENT software and thus must maintain compatibility with these models. The following items are to be purchased: Item 1 - ANSYS CFD HPC (first 2 parallel processors); Dates: 09/29/2015 - 09/28/2016 Lease/Annual, 1 each. Item 2 - ANSYS CFD HPC (Unit price for processors 3 through 32); Dates: 09/29/2015 - 09/28/2016 Lease / Annual, 30 each. Item 3 - ANSYS CFD HPC (Unit price for processors 33 through 128); Dates: 09/29/2015 - 09/28/2016 Lease / Annual, 96 each. Item 4 - ANSYS CFD HPC (Unit price for processors greater than 128); Dates: 09/29/2015 - 09/28/2016 Lease / Annual, 320 each. Item 5 - ANSYS CFD PrepPost; Dates: 09/29/2015 - 09/28/2016 Lease / Annual, 4 each. Item 6 - ANSYS Design Modeler; Dates: 09/29/2015 - 09/28/2016 Lease / Annual, 4 each. Item 7 - Gambit; Dates: 10/01/2015 - 09/30/2016 TECS / Annual, 4 each. Item 8 - ANSYS FLUENT Solver; Dates: 09/29/2015 - 09/28/2016 Lease / Annual, 29 each. Item 9 - ANSYS HPC Pack; Dates: 09/29/2015 - 09/28/2016 Lease / Annual, 9 each. This is considered a sole source to ANSYS, Inc. because, to the best of the NETL’s knowledge, based on market research conducted ANSYS is the developer and only supplier of this software and the only source for software updates, bug-fixes, and technical support. The ANSYS products are the only software with an geometry flexibility, parallel solvers, and extensive sub-models for both dilute and dense, multiphase (gas-solid and gas-liquid) flow simulation capability which is a critical area of application for NETL. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on August 3, 2015. Responses must be submitted in writing to Robert.Mohn@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
