Opportunity: Procuring Model 2465 UCA Cement Analyzer Ultrasoni

Description 

It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to AMETEK-Chandler Instruments to purchase a Chandler Engineering Model 4265 UCA, Ultrasonic Cement Analyzer (UCA) System Single Cell as per the Attached Specifications. This is considered a sole source to AMETEK-Chandler Instruments because NETL is currently expanding its oil and gas (O & G) wellbore research capabilities. Chandler Engineering is the leading supplier to the O&G industry and have API and ISO specified equipment for testing the performance properties of oil well cements. API and ISO dictate current wellbore testing and having equipment with that specification is therefore vital NETL’s wellbore research. Chandler Engineering’s equipment uses industry recognized standard algorithms. Chandler Engineering is the sole licensed manufacturer of the Ultrasonic Cement Analyzer (UCA) requested in this purchase order. As such, the other equipment listed in this order comprise of Chandler Engineering’s product family. Using a single line of equipment enables NETL to maintain a level of standardization that would otherwise be unattainable if another manufacturer were chosen. All respoNSIBLE SOURCES MAY SUBMIT A CAPABILITY STATEMENT, PROPOSAL, OR QUOTATION WHICH SHALL BE CONSIDERED BY THE AGENCY. CHALLENGES MUST DEMONSTRATE THE CAPABILITY TO PROVIDE ALL OF THE LISTED SPECIFICATIONS FOR THE ITEM BEING REQUESTED (MAINTENANCE/SERVICE AGREEMENT). TO BE CONSIDERED FOR EVALUATION, OFFERORS MUST QUOTE ON ALL ITEMS/SERVICES LISTED IN THE SOLICITATION. IF NO CHALLENGES TO ACQUIRE THIS ITEM ARE RECEIVED BY 5:30 PM ET ON FEBRUARY 13, 2015, THE GOVERNMENT RESERVES THE RIGHT TO EXECUTE AN AWARD WITHOUT PUBLISHING FURTHER NOTIFICATION. DETAILED CAPABILITIES MUST BE SUBMITTED TO ROBERT.MOHN@NETL.DOE.GOV NO LATER THAN THE TIME AND DATE NOTED ABOVE. CHANDLER ENGINEERING IS THE SOLE LICENSED MANUFACTURER OF THE ULTRASONIC CEMENT ANALYZER (UCA) REQUESTED IN THIS PURCHASE ORDER. AS SUCH, THE OTHER EQUIPMENT LISTED IN THIS ORDER COMPRISE OF CHANDLER ENGINEERING’S PRODUCT FAMILY. USING A SINGLE LINE OF EQUIPMENT ENABLES NETL TO MAINTAIN A LEVEL OF STANDARDIZATION THAT WOULD OTHERWISE BE UNATTAINABLE IF ANOTHER MANUFACTURER WERE CHOSEN.
