Opportunity: Transformer Maintenance Training

Description 

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The U.S. Department of Energy, Western Area Power Administration (WAPA), intends to award a sole source contract under the authority of FAR 13.106-1(b) (1), to SD Myers, 180 South Ave., Tallmadge, Ohio, in order to provide an on-site training course in transformer maintenance targeted for personnel directly involved in maintenance and testing of power transformers and load tap changers. SD Myers is the only vendor that provides the coursework that is tailored to WAPA’s needs at the lowest cost by taking advantage of onsite training. Other courses reviewed were not likely to be able to meet the tailored requirements to meet WAPA’s maintenance needs. The DOE is using exemption to competition 6.302-1 (a) (2) (ii), One Responsible Source. This notice of intent is not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes DOE should not pursue this sole source procurement with SD Myers, then they should submit a capability statement and pricing information for the requirement via FEDCONNECT website (https://www.fedconnect.net) no later than January 15, 2018, by 4pm CT. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for reimbursement of any costs incurred by interested parties in response to this Notice.
