Notice of Intent The Department of Energy (DOE), Office of Policy (OP), intends to issue a contract for a Specialized Report on a sole source basis with Wood Mackenzie Power & Renewables. These datasets and analytical reports products must include extensive industry data that is accurate, up-to-date, comprehensive, and detailed, with additional insights beyond those provided in the energy industry trade press, conferences, academic literature, or publicly available references such as Energy Information Administration statistics or Congressional reports. These subscription data and analysis services are required to facilitate internal analysis by various DOE offices to support strategic energy policy decision-making and implementation by senior Departmental leadership, make prudent and up-to-date decisions about energy technology funding, and mitigate market and supply chain risks to current and future projects. The program requirement comprises an annual DOE enterprise-wide subscription that will form the initial award in the Base period, and 2 Option periods that may be awarded subsequently based on funding availability and programmatic need. In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [C] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit a capability statement by 02 January 2019 at 11:59 PM EST via email to blake.clemmer@HQ.DOE.GOV. Please include Specialized, Online Research Tools and Reports in the subject line of the email if submitting a capability statement. The written response must include a detail discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services. A determination by the Government to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered sole for the purpose of determining whether to conduct a competitive procurement.
