Opportunity: Notice of Intent to Sole Source

Description 

The U.S. Department of Energy (DOE), Office of Enterprise Assessments (EA) intends to issue a contract modification on a sole source basis under 89303017CEA000002 with Chenega Support Services LLC (Chenega) for a full range of services for EA’s National Training Center (NTC). National Training Center performs the mission-critical support function of developing, maintaining, and delivering standardized health, safety, safeguards, security, and protective force training for DOE and National Nuclear Security Administration’s Federal and contractor employees. This support includes developing, providing and supporting safety and security classroom and on-line training at the NTC and other locations, managing training programs, providing cyber-security and information technology support for the NTC as well as at DOE Headquarters in Washington, D.C., and maintaining the facilities and grounds. The contract shall be for a potential period of performance of six months, with a base period of two (2) months and four one (1) month option periods. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. Chenega is the only source able to provide the minimum needs required to fulfill the services to support NTC’s ongoing initiatives until both the Small Business Administration (SBA) size protest and protest to the Government Accountability Office (GAO) for the follow-on competition for the NTC are resolved. Chenega has highly specialized skills and a depth of background knowledge that supports the NTC mission; it would not be possible to obtain the highly specialized services at the level of quality required for a short-term period pending the resolution of the SBA and GAO protests. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may submit a capability statement by May 30, 2018, at 11:00 am local prevailing time (Washington, D.C.) via e-mail to Bari.Brooks@hq.doe.gov. The written response must include a detailed discussion demonstrating experience providing services identified in this announcement and past performance client information for similar work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
