Opportunity: FACTS Software DOE

Description 

The U.S. Department of Energy (DOE), Office of Associate Under Secretary for Environment, Health, Safety and Security intends to issue a one year base contract with four single year option periods for a total of five years on a sole source basis with “NC4” located in El Segundo, California. The DOE is seeking to contract with NC4 to provide the DOE with access to the Foreign Access and Central Tracking System (FACTS). The DOE requires the FACTS service to be accessible to 75 DOE facilities including Headquarters. FACTS is a service that documents and tracks access control records of international visits, assignments, and employment at DOE facilities and contractor sites. Specifically, the system was developed, and implemented in June 2000, in response to a U.S. Department of Energy Program, which required the Department to develop procedures and practices, through the newly established Office of Foreign Visits and Assignments, to meet the needs of DOE's vital programs while providing protection from foreign threats, and specifically required DOE to provide Department-wide tracking of foreign national access to DOE facilities. In addition to providing FACTS, NC4 will provide help desk support for FACTS Monday through Friday. NC4 will also provide up to four training sessions per year in the Washington DC area at the DOE’s request. In accordance with the Competition in Contracting Act, 41 U.S.C 253 [C] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. Interested parties may submit a capability statement by February 16, 2018, at 11:59 PM EST via email to Michael.Thomey@hq.doe.gov. Please include “FACTS” in the subject line of the email if submitting a capability statement. The written response must include a detailed discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
