Opportunity: Establishing Electricity and Communications

Description

The purpose of this amendment is to: 1. Revise the criteria and instructions for the Express Warranty to specify that quotes must specify (for evaluation purposes only) the price of the Warranty. DOE will use this information during the evaluation to determine the value to the Government of the Warranty as compared to its cost. DOE reserves the right to make the award including or excluding the warranty. 2. Delete the solicitation requirement to provide separate pricing for an expedited 12 weeks ARO. 3. Notify parties submitting quotes that DOE will use non-Government advisors to assist in evaluating quotes. All non-Government advisors are required to sign and comply with non-disclosure agreements to safeguard quote information and conflict of interest agreements. 4. Conclude negotiations and request final quote revisions from companies still within the competitive range. Submit final quote revisions to Eliot Dye at dyeej@id.doe.gov on or before 4 pm Mountain on 11 Nov 2019. As part of your final quote revision, please summarize changes to your original quote. All other terms and conditions remain unchanged.
