The Social Security Administration (SSA) is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, 8(a) qualified small businesses, small disadvantaged businesses, women-owned small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses, and Historically Underutilized Business Zone small businesses capable of providing the requirement below. This market survey/sources sought announcement is not a request for proposals, and the Government is not committed to issue a solicitation or award a contract pursuant to this announcement or based on responses to this announcement. The information from this market research is for planning purposes only and will assist the Government in its acquisition strategy. As such, the Government will not entertain questions concerning this synopsis, and will not pay any costs incurred in the preparation of information for responding to this market survey or the Governments use of the information. Proprietary information must be clearly identified as proprietary information. The SSA has a requirement for a qualified Contractor to provide snow removal and deicing services at the SSA Main Complex located at 6401 Security Boulevard, Baltimore, Maryland 21235. The Contractor shall provide all supervision, labor, supplies, and equipment to perform snow removal and deicing services at the SSA Main Complex. The SSA Main Complex consists of 11 miles of roadway, 72 acres of parking lots, and 22 miles of sidewalk. The Contractor shall remove snow and ice from all roadways, entrances, landings, steps, sidewalks, and pedestrian walkways, parking lots, driveways, ramps and loading docks. The Contractor shall plan, schedule, coordinate, and assure effective completion of all services. The Contractor is required to have the following equipment (brand name or equal) on its inventory list in order to provide the required services in a timely manner: 1. One (1) each (each) - JD 300 Series Bulldozer or Equal with Five (5) Foot (ft.) Blade. 2. Eight (8) each – Grader with 12 foot blade (model G-12 grader or Equal) & Caterpillar Type 950 Front End Loaders or Equal with Rubber Tires and three (3) CYD Capacity Bucket and Operator and 12 foot and 14 foot Snow Boxes. 3. Ten (10) each – Ten (10) Wheel Dump Trucks with Ten (10) CYD Capacity. 4. Four (4) each – Six (6) Wheel Dump Trucks with Five (5) CYD Capacity with Salt Spreader and Plow. 5. Three (3) each - Caterpillar Type 988 Front End Loaders or Equal, with Rubber Tires and Six (6) CYD. Capacity Buckets. 6. Six (6) each - Gradall or Equal with 1/2 CYD Bucket. 7. Six (6) each. - Bobcat Loaders or Equal with Buckets, Blades or Brush, and 10 foot Snow Box. 8. Fifteen (15) each - Laborers with Equipment for Removal of Snow and Ice from Sidewalks, Pathways, Steps and Entrances (Shovels, Spreaders, Brooms, Backpack Blowers, etc.). 9. Five (5) each - Supervisors for Laborers. All of the above equipment is to be furnished with operators or drivers by the Contractor. All or any part of the equipment is to be provided at the site specified within two (2) hours after the request of the Contracting Officer or his/her representative. The Government will provide deicing compound (calcium chloride, magnesium chloride and sodium chloride) in the performance of this contract. The SSA anticipates award of a firm-fixed price contract. The contract will consist of a one-year base period and seven one-year option periods. The North American Industry Classification System (NAICS) code is 561790 and the size standard is $7.5 Million. Interested firms with the capability of providing the requirement, per applicable subcontracting rule limitations (e.g., those in FAR 52.219-3 and 52.219-14), shall submit capability statements that demonstrate their expertise in the above-described areas in sufficient detail, including any other specific and relevant information, so the Government can determine the firm’s experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government’s review of the industry’s ability to perform or provide these requirements. In addition to capability statements, firms must include this information in their responses: (1) organization name, address, email address, website address, and telephone number; (2) size and type of ownership and socioeconomic designation for the organization [i.e. small business, small disadvantaged business, 8(a), etc.]; and 3) business experience performing snow removal and deicing services.
