Information Management Center Services (IMCS IV) PRE SOLICITATION NOTICE This is a pre-solicitation notice in accordance with Federal Acquisition Regulation (FAR) 5.201. The Environmental Protection Agency (EPA) Office of Environmental Information (OEI) intends to solicit contract support for the Information Management Center Services (IMCS) IV follow on contract. EPA¿s requirements include four mission critical areas to be supported at EPA Headquarters and across the Agency¿s ten regions: EPA Docket Center, EPA National Library Network and its libraries, Records Management, and FOIA. The requirements of this procurement include the following: ¿ Program Management ¿ Management and Administration ¿ Web Development and Maintenance ¿ Presentations and Trainings ¿ Customer Service ¿ Information Technology Systems ¿ Collection Management and Modernization ¿ Records Management ¿ Docket Workflow ¿ Library Services for the Office of General Counsel Law Library ¿ Library Services for the Fort Meade Library ¿ Freedom of Information Act (FOIA) Support Services The proposed requirement mentioned herein will be issued as a 100% 8(a) Small Business set-aside. The upcoming solicitation is for the following anticipated contract type: 1) Single award indefinite delivery and indefinite (ID/IQ) quantity contract for the four service areas of: EPA Docket Center, EPA National Library Network and its libraries, Records Management, and FOIA. 2) Time and material task orders will be issued under this ID/IQ contract. The resulting contract will be awarded with a base period of one year and four-one year option periods. The work to be performed under the proposed requirement falls under the North American Industry Classification System (NAICS) code 541990, All Other Technical and Professional Services, with a Small Business Size Standard of $6.5 million. Formal source selection procedures will be followed as prescribed by Federal Acquisition Regulation (FAR) Part 15. The solicitation issue date is expected to be released around mid July 2016. The solicitation will be available the Federal Business Opportunity (FEDBIZOpps) Website and FedConnect at https://www.fbo.gov/ and http://www.fedconnect.com/ respectively. There will be no paper copies of this solicitation issued. Amendments to the solicitation will also be posted on the FEDBIZOpps and FedConnect Websites.
