Opportunity: Upgrade of Testing system to meet laboratory stand

Description

The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with AVL Test Systems to provide its updated software, Lynx/Concerto, under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures under NAICS Code 541519 - Other Computer Related Services with a small business standard of $27,000,000.00. The EPA has a requirement for software that allows for total design and implements complete testing systems for full vehicle modeling. This software is necessary for the EPA to allow engineers performing this work to graph and tab representations, including state transition diagrams, flow charts, state transition tables, and truth tables, in order to model real time and offline complete electrified vehicle systems. This specific action upgrades the software to replace the obsolete Windows XP operating system and insecure networking with a version capable of running on the EPA standard Windows 7 operating system complete with secure networking compatible with EPA laboratory standards. Specific functionalities of Lynx/Concerto software include: Modeling environment, graphical components, and simulation for full vehicle and HIL systems Complete electrical and battery simulation systems State diagrams, state transition tables, and state transition matrices representing finite state machines Flow charts, functions, and truth tables for representing algorithms State diagram animation, state activity logging, data logging, and integrated debugging for analyzing the design and detecting run-time errors Static and run-time checks for transition conflicts, cyclic problems, state inconsistencies, data-range violations, and overflow conditions AVL Test Systems, Inc is the only known source able to satisfy the software requirements for the EPA. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing this type of software may submit technical documentation to establish their capability. A determination not to compete the proposed requirement based upon responses received will be considered solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. Sources wishing to be considered MUST submit capabilities documentation via FedConnect website at www.fedconnect.net. Documentation must be submitted within 15 calendar days of the date of publication of this notice. Telephone requests will not be honored.
