Opportunity: GfK Kynetec AgroTrak Subscription

Description 

The US Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) intends to award a sole source purchase order for the Office of Chemical Safety and Pollution Prevention (OCSPP) Office of Pesticide Programs (OPP) Biological and Economic Analysis Division (BEAD) under the authority of FAR 13.106-1(b)(2) and FAR 13.501(a) to GfK Kynetec (GfK) for Agricultural Pesticide Usage Data. The EPA requires web-based access to the GfK Kynetec AgroTrak database which includes the following: a) All crops and all pesticide types-database access; b) Historical years database access 1998-2013; c) 20 GfK AgroTrak Licenses; d) 2014/2015 Percent Crop Treated, Specialty and Row Crops; e) 75 Client service hours; and f) On-site AgroTrak Robust and I-map Training (2 Sessions). The required period of performance for this purchase is January 1, 2016 ¿ December 31, 2106 with a one-year option from January 1, 2017 ¿ December 31, 2017. In order to adequately evaluate health, environmental, social and economic aspects of the use of substitutes for pesticides, a database is needed which contains accurate, current usage data for agricultural pesticides by chemical active ingredient, end-use product, pesticide type, and crop protected. The type of usage data needed includes the following: total and base acres treated, total pounds applied, the number of farms treated, the time of application, the stage of the pest infestation, pesticide prices and expenditures, the rate of application, target pest and pest complex, the method of application, and other related factors, by state or designated region. This purchase will make available to EPA pesticide market survey data and reports for 1998-2014 and the associated Percent Crop Treated files, which will serve as a critical input in conducting economic and related analyses of pesticide regulatory matters. These data are for internal use within the EPA, not for release to nonsubscribers or the general public. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that GfK is the only source for this data that meets the Governments requirements. No other source has been identified which can provide required information. Notwithstanding, any firm that believes it is capable of meeting EPA¿s requirement as stated herein, may submit its capability by Thursday, December 17, 2015, which may be considered by the Government. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government.
