Description 

The U.S. Environmental Protection Agency (EPA) is issuing this Sources Sought Notice (SSN) for market research purposes in accordance with FAR Subpart 10.002(b)(2)(ii) and FAR Subpart 19.501 to identify potential small business sources (including 8(a), veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, and women-owned small business concerns) with the availability, capacity, and capability necessary to successfully provide a full range of professional services in support of the mission of the U.S. Environmental Protection Agency's (EPA) Office of Land and Emergency Management (OLEM) and its programs, regional, and/or field offices. The professional services include: - program specific support including technical assistance and analytical support to OLEM program areas for a variety of activities and deliverables pursuant to its mission; - regulatory, legislative and guidance support under the authorities of laws and regulations and any new legislations, executive orders, and other directives that may be enacted; - communications and outreach to OLEM¿s community including federal, regional, state, local, tribal, business, facility owners and operators, community-based organizations, and the public; - innovation support to help OLEM program offices achieve their missions through innovative and creative ways; and - technical, research and analytical support Refer to the attachments for additional information and details. Amendment 0001: The purpose of this amendment is to revise Attachment 1 to: (1) clarify that responses to the notice must be submitted via FedConnect (refer to the SUBMISSION INSTRUCTIONS section); and (2) correct the list of incumbent contracts to include EP-W-13-016 (refer to the GENERAL INFORMATION, Current Contract Information, section). Amendment 0002: The purpose of this amendment is to revise the SOURCES SOUGHT RESPONSE attachment to clarify the instructions provided within section III. CAPABILITY STATEMENT, therein. Amendment 0003: The purpose of this amendment is to provide answers to industry questions. Amendment 0004: The purpose of this amendment is to revise Attachment 1 to: (1) provide additional incumbents (contracts: EP-W-12-020/021/022) for OBLR; and (2) extend the deadline for submitting capability statements to 3:00 PM ET on Wednesday, October 28, 2020. Amendment 0005: The purpose of this amendment is to change the response date from 3:00 PM ET on Friday, October 23, 2020 to 3:00 PM ET on Wednesday, October 23, 2020 in EPA¿s Acquisition System.
