Opportunity: Smoke Management Services

Description 

The Bureau of Land Management (BLM), Oregon State Office intends to award one (1) firm fixed price commercial items services contract for Smoke Management Services located within the Oregon/Washington BLM as a sole source to the Oregon Department of Forestry (ODF) as the only responsible source pursuant to FAR subpart 6.302-1. The Oregon Revised Statute (ORS) for smoke management requires the State of Oregon to "improve the management of prescribed burning as a forest management and protection practice, and to minimize emissions from prescribed burning consistent with the air quality objectives of the federal Clean Air Act and the State of Oregon Clean Air Act Implementation Plan developed by the Department of Environmental Quality under ORS 468A.035". Additionally, Oregon state law (ORS 477.013) also requires ODF to administer the programs and develop a smoke management plan for prescribed forestry burning in Oregon and to promulgate rules to carry out this plan on federal, state and private forestland. ODF is uniquely qualified to provide these services as they serve as the sole coordinating agency for all burning in Oregon, as identified in the Oregon Smoke Management Plan (ORS 477.013). The performance period is from 01/01/2018 through 12/31/2022. The NAICS code is 115310 and the small business size standard $7.5M. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be received by 08/31/2017 in order to be considered.
