F17PS000989 Notice of Intent to Award Sole Source Procurement Replace Tide Gates Julia Butler Hansen Refuge The U.S. Fish & Wildlife Service (USFWS) intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) 6.302-1, Other Than Full and Open Competition procedures, for a requirement for manufacturing four side hinge tide gates and muted tide regulators, hardware, supplies and installation activities. Removal of the existing tide gate system and installation of the new tide gates, by a contractor experienced working in tidal environments, with culverts, tide gates and weir infrastructure is critical to avoiding inundation and protecting lives and property as well as an entire subpopulation of threatened Columbian white-tailed deer. Nehalem Marine Mfg. has been conducting repair and installation of tide gates, culverts and fish passage structures in the Pacific Northwest for almost 30 years and is an industry leader in development of marine technology. Nehalem marine has replaced/repaired/installed a host of tidal structures on National Wildlife Refuges throughout Regions 1 and 8. They have the ability to do underwater work with divers or dewater structures as needed. The unique qualifications, availability and cost effectiveness of Nehalem Marine Mfg make them worthy of this sole source award. The USFWS has decided to award this purchase order to Nehalem Marine Manufacturing DUNS #103021960, 24755 Miami Foley Rd., Nehalem, OR 97131-9539. The NAICS code is 238990, All Other Specialty Trade Contractors, the Small Business Set-Aside is $15M. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 09/19/2017, by 1200 noon (PDT) for consideration.
